SPECIAL RECOGNITIONS COUNTY: DEPARTMENT RECOGNITION Mrs. Mothershead stated Richmond County is fortunate to have employees in place whom truly care about the County and each other. In an effort to encourage high performance, increase employee engagement and retain top talent, a Department Recognition Program isi inp place. During the month of August, the Finance/Building/Planning/Zoning will be the highlight. Denise Dunaway, Clay Woolard, Jacob Roberts, Liz Hylan, Tammy Desai, and Bea Sanders were present for the recognition. COURT SECURITY OFFICER, GLEN SETTLE Delegate District 67, Hillary Pugh-Kent honored and commended Mr. Glenn Settle for his many years ofs service to our community and a successful career. Mrs. Pugh-Kent presented ai resolution adopted by the House ofl Delegates. STAFF REPORTS RICHMOND COUNTY PUBLIC SCHOOLS Dr. Davis highlighted construction maintenance, summer school, and fall sports. Dr. Davis mentioned with the: new school year approaching be aware ofi more buses as safety is top priority. Dr. Davis mentioned the County Holiday Luncheon at the Vo-Tech is scheduled for December 11,2024. VDOT Mr. Beale mentioned maintenance activity: Completed: Brush cutting (Rt. 611 Conley Pond Rd.) Work orders countywide Brush cutting Pipe cleaning Mowing/Litter pickup Ditch cleaning Work orders countywide Upcoming: HERIPPSANMAL CONTROL/NNRJ Sheriff Smith reported there were 2,865 calls for service for the month ofJuly, 1,630 were County and 617 were within the town, 254 civil warrants, 6 arrests, with 20 protective orders served and Sheriff Smith stated the animal shelter had 7 calls for service, took in 2 animals, and currently only 20 traffic summons were served. has one animal. 2 CHIEF OF EMERGENCY SERVICES recovery for the month was $45,866.81. Chief Paulette stated the department responded to 139 calls for service in July. Total revenue The department remained steady in. July. EMS assisted with CPR classes fori the teachers returning The Essex County Drone Team was dispatched to assist in ai missing persons call. Thankfully, the subject was found safe. This is the second time that they have been called for assistancei in recent months. Chief Paulette stated he has spoken with Mrs. Mothershead (County Administrator) and has found room: in the operating budget to fund the start-up of our program. Chief - Paulette asked The medication supply room has now been completed and has obtained Controlled Substance Registration from the Virginia Board of Pharmacy. The DEA License application has been submitted and we are waiting to hear back from that. If all continues to move in a positive direction, we are still on track for a full implementation of the new medication program by the Chief Paulette mentioned the department continues to fight mechanical issues with some of the older medic units and are working on getting them resolved. EMS is currently down 1 reserve The: fair is gearing up. We have health and safety information for both kids and adults and will be helping with the Ag Extension Office on the night with the kid's safety program. RICHMOND COUNTY VOLUNTEER FIRE DEPARTMENT Mr. Lentz stated there were 5 calls for Warsaw, 6 calls for Farnham, and 5 calls for Newland. TREASURER Mrs. Mothershead reported there is currently $261,706.87 in uncollected taxes due for 2023 and the collection process is still underway. COMMISSIONER OF REVENUE Board ofEqualization dates are set for August gth, 13th, 16th, & 20th. There are currently 26 citizens set to: meet. 3 HUILDINGPLANNINGZONINGIANDUNE Mrs. Mothershead reported numbers for the month of July. Fees collected in thé amount of $33,700 with construction costs at 2,955,835 - 4 land disturbing permits issued and 10 zoning The Planning Commission met on Monday, August 5th and held a public hearing for a special exception request for the placement ofa wireless telecommunications facility in the Newland area on TM No. 5-50. The Planning Commission unanimously agreed to recommend approval to the Board of Supervisors of the wireless telecommunications facility. The breakdown oft that number is 31 hauls from Indianfield and 161 hauls each from Farnham and Newland. The brush site had 166 visits for the month ofJuly. PUBLICC COMMENT Carolyn Bailey, Robin Rd. took the stand and requested the status update ont the Robin Rd. repairs. Cliff Mullin, 8351 History Land Highway, expressed concerns/thoughts on the agenda items and encouraged everyone to visit the fair. Since this room is being shared for District Court,J&DCourt: and Circuit Court, we'll want to make certain that it fits the needs ofall. Pemberton-aye; to join the insulin DEOANNUALNON-COMPETITIVE LITTER PREVENTION GRANTS PROGRAM Mrs. Mothershead mentioned DEQ provides funds for litter prevention and recycling grants to alleuarammcmpine grant program based onj population and road miles. These grants have been awarded annually, since 1980, to localities for local litter prevention and recycling program implementation, continuation, and/or expansion. Richmond County has a pending application for this grant fund, submitted on June 18th. At the July meeting, the possibility was discussed to hire a VDOT contractor to assist with litter pickup additional times throughout the year. Richmond County stands to receive approximately $12,000 from this grant program. The funds can be used for most types oflitter clean-up efforts. Mrs. Mothershead mentioned current contractors charge $6,431 for litter collection on secondary road ways and $4,318 on primary roads. Electronic door access controls will be addedto. 100 doors. New classroom security door hardware will be purchased andi new. surveillance cameras and NVR' 's will be in all buildings. We anticipate this will spend all of the state and federal funds. However, ifthere are funds remaining, we will purchase a new. ID. badging system, for RHS and. RCEM. This badging system allows us to quickly verify any guests coming into the buildings. The list ofsecurity upgradeshupdates needed also includes security window. film, hallway mirrors, additional vape detectors, portable radios, bus radios, a mass emergency. notification. system and metal detectors just to name afew. All-in funds are being used to employee several positions. The Student Services position works with the School Social Worker and community agencies to find support. for families in times of need. This position will also be working with) families to improve the student 's attendance and be the school system representative in truancy cases that have court involvement. This includes working with division admimistration toj file CHINS affidavits. We also have three retired teachers returning on a part-time basis to provide one to one interventions to students at RCEM. These retirees will be under the direction of our math specialist. Funds will also be used to purchase instructional materials and for a K-12 math. textbook adoption. ONGOING PROJECTS VDOT RIECREATIOMALTRALL PROJECT Mrs. Mothershead stated an update call was held with VDOT on the trail project to review the scoping report and the Bicycle Pedestrian Accommodations layout. The County is awaiting release of the scoping period to move forward. COGGIN ULDING-RINOVATON Mrs. Mothershead mentioned the final stages are inj process for the renovation. Thej parking areas are being paved and marked. Pending connection to three-phase power, the electricians will be able to close ini the ceiling tiles and be ready for final inspections. EMS STATION#2 water management areas. Mrs. Mothershead stated soil samples are underway to finalize placement of drain field and storm COMMERCE PARK EDA GRANT changes requested from VDOT. Mrs. Mothershead mentioned the county is awaiting revised plans from ARM group to meet the 7 EMERGENCY RADOINFRASTRICTURE Mrs. Mothershead noted communications have been shared with Northern Neck Electric Cooperative on a new grounding plan that will meet the requirements ofL3 Harris. Itis in hopes tol be ready to move forward with the grounding action very soon to get the project back on track. DHCD-COMMUNITY DEVELOPMENT BLOCK GRANT (Scott tTown) Mrs. Mothershead stated with the assistance of the PDC, we are finalizing the programmatic agreement with Department of Historic Resources.
