SPECIAL RECOGNITIONS COUNTY DEPARTMENT RECOGNITION Mrs. Mothershead stated Richmond County is fortunate to have employees in place who truly care about the County and each other. In an effort to encourage high performance, increase employee engagement and retain top talent, al Department Recognition Program isi inj place. During the month ofJuly, the Maintenance/Custodial Department will be the highlight. Mr. J.R. King and Mr. Ed Coates were with us to receive our thanks and appreciation,Special recognition was presented to J.R. King and Ed Coates in the Maintenance/Custodia Department for aj job well done and for all they do for the County departments. Lt. Conkle noted there were 56 calls for animal control, 6 intakes with 8 adopted and 2 returns. There are currently 6 animals at the shelter. RICHMOND COUNTY EMERGENCY SERVICES Chief Paulette reported Richmond County Department of] Emergency Services responded to 120 calls for service in June. Total revenue recovery for the month was $36,514.31. Chief Paulette stated June was a steady month with calls and transports. We have also seen the rain all but disappear. A County wide burn ban was puti into effect on June 25th and is still in effect The medication dispensing machines have been installed and are operational. The Board of Pharmacy inspection has been scheduled for July 10th at 10:30. Once we receive the Board of currently for all open-air fires. Pharmacy license, I can start with our. DEA licensing process. 2 ChiefPaulette stated all the full-time providers have been going through their bi-annual Advanced Cardiac Life Support and Pediatric. Advanced Life Support training. We are also preparing for our Chief Paulette mentioned he learned since the last meeting that our Stryker rep has resigned and we are currently waiting tol be assigned ai new sales person. They arel hesitant to quote ai new pricing on equipment until they were assigned. Chief Paulette continues to pursue this and will give State EMS licensing inspection due this September. updates in future meetings. RICHMOND COUNTY VOLUNTEER FIRE DEPARTMENT David' Thomas reported there were 51 total calls for Fire Company 1 (Warsaw), 6: for Fire Company 2 (Farnham), and 5: for Fire Company 3 (Newland). ChiefThomas stated the enforcement of the burn ban is crucial at the time. TREASURER Mrs. Brann reported the uncollected taxes for 2023 is $265,956.06. Mrs. Brann stated the collection process continues. COMMISSIONER OF REVENUE Ms. Delano there was 153: new constructions for the month ofJune. Board of] Equalization meets in August and it seems personal property is going back to normal. Once the connection of all modules are approved, the site will be placed online and Civil Work is approximately 60% complete at Cerulean and 30% complete at Moon Corner. payment from the siting agreement will bej processed. June 25, 2024 F.Lee Sanders, Chairman Richmond County Board of Supervisors Richmond County Emergency Services Director DEQA ANNUAL: NON COMPETITIVE LITTER PREVENTION GRANT PROGRAM Mrs. Mothershead mentioned the DEQ provides funds for litter prevention and recycling grants to localities underanon-competitive grant program based onj population and road: miles. These grants have been awarded annually, since 1980, to localities for local litter prevention and recycling program implementation, continuation, and/or expansion. Mrs. Mothershead stated Richmond County has aj pending application for this grant fund, submitted on. June 18th. At the. June meeting, we discussed the possibility of hiring the VDOT contractor to assist with litter pickup and additional time throughout the year. Richmond County stands to receive approximately 5 $12,000.00 from this grant program. The: funds can be used for: most types oflitter clean-up efforts. Mrs. Mothershead noted that most contractors charge $6,431.00 for litter collection on secondary Chairman Sanders noted to put this topic on the agenda for next month and the Board would return road ways and $4,318.00 on primary roads. with more ideas. MULTI-STATE INSULINLITIGATION Mrs. Mothershead stated Chap Peterson & Associates, PLCi is inquiring with Virginia localities to make sure they are justly compensated for the overpricing ofinsulin. Chap Peterson's law group represents Richmond County and many others in Opioid litigation. Chairman Sanders noted to invite him next month to provide more: information on the topic. RRLLICUPDATE-SPECIALEXCEPTION. REQUEST Mr. Pemberton recused himself: from this discussion, due to a conflict ofinterest. Mrs. Mothershead mentioned a special exception application was discussed at the June meeting. Based oni the decision ofthel board, thei main focus ofthe application would be on the dog grooming and boarding facility. Ms. Ryder was present to explain exactly what her plans for the facility would be and she has agreed to comply with local, state, and federal regulations. The opening ceremonies will bel held Tuesday, August 6, 2024 at 7:00 p.m. As usual, the Board members and County staff are invited to join in the festivities. ONGOING PROJECTS VDOT RECREATIONAL TRAIL PROJECT Mrs. Mothershead mentioned VDOT continues to work along with the county on the requirements necessary fort the scoping phase, the estimated cost, schedule of project and explanation oft bicycle and pedestrian accommodations are being finalized to meet: requirements. 6 COGGIN BUILDING RENOVATION Mrs. Mothershead noted the Coggin building now looks a little different that we've seen in the past. The outside glasses were: installed this past: month and have made such a difference from the outside and inside of the building. Also, the contractors continue site work around the building. Dominion has received the right of way agreements from the county and the IDA to initiate the three-phase power upgrade. EMSSTATION#2 No new update. COMMERCE PARK EDA GRANT Mrs. Mothershead stated the review of E&S plans has produced some suggested changes to the plans from VDOT. These adjustments have been forwarded to ARM group for modifications. ERP UIMANCALSOTTWARD CONVERSION Mrs. Mothershead mentioned the RDA software is in action here in Richmond County. Staff continues to work through the differences in the program from the existing software. Mrs. Mothershead stated new. layers will come into place next year, which would involve the Treasurer and Commissioner of Revenue. EMERGENCY RADIOI INFRASTRUCTURE Mrs. Mothershead stated the grounding determination is still being discussed with L3 Harris and eager to get back on track. DHCD-COMMUNTY DEVELOPMENT BLOCK GRANT Mrs. Mothershead noted aj programmatic agreement has been discussed and reviewed with DHCD. The agreement has been reviewed by legal counsel and noted that there is nothing objectionable from a legal standpoint. This agreement will allow the Department of Historic Resources to be a part of the project, reviewing all plans for construction. The Scott Town Rehabilitation project is funded by the DHCD grant funds, therefore any additional studies that are deemed necessary, would need to be paid by those funds, as well. DHCD has extended its deadline: for completion of contract negotiations for the CDBG from July 2nd, 2024 to October 30th,2024.
