SPECIAL RECOGNITIONS COUNTY DEPARTMENT RECOGNITION Mrs. Mothershead stated Richmond County isi fortunate tol have employees inj place who truly care Mrs. Mothershead recognized the Treasurer's Office with a letter of appreciation from the Board of Supervisors. Mrs. Mothershead commented how much all their work is appreciated. Mrs. Mothershead noted they have been working closely with the Treasurer's Office with the new financial software SO there has been lots of changes that has been handled well. Mrs. Mothershead added these girls are also looking forward and making plans on there move over into the Coggin about the County and each other. building. 1 Mrs. Brann added her girls do ai tremendous job and is extremely happy with her office. MONTHLY STAFF REPORTS RICHMOND COUNTY PUBLIC SCHOOLS Dr. Davis highlighted programs, activities, sports and safety updates within the school system. Dr. Davis recognized Matthew Nanny for being selected as the National Outstanding Agricultural Education Teacher for Region 6 and Mr. Cleveland' Winfield was selected by thel National Council Dr. Davis noted RCPS enrollment numbers as ofthe first 10-day count, they had 111 Kindergarten ofTeachers of English to participate in the 2024 NCTE Annual Convention. students. Dr. Davis added Fall Sports are in full swing. Mr. Thomas commented on Mackey Thompson Learning Center being a huge benefit and is making a difference giving these kids a huge opportunity in life. VDOT Mr. Beale updated the Board on the Road Diet. Mr. Beale noted they started re-striping Sunday night with the East bound lane, Monday night West bound lane was done and Tuesday night they finished areas and lines put in. Mr. Beale commented overall he thinks its going pretty well, Tuesday morning West bound was backed up: right after school drop off for about 451 minutes. Mr. Beale added VDOT adjusted the signal timing adding 15 seconds of green time making sure the light stays green for about 60 seconds. Mr. Beale commented Wednesday the backup took about two cycles to get through the light and Thursday morning there was no backup. Mr. Beale noted he thinks it is improving and they will continue watching that signal and morning traffic and will Mr. Beale added he received positive feedback from Emergency Services, vehicles were able to Chairman Sanders commented the Emergency Services Truck Chiefis happy with the change. Mr. Beale noted he will have more information on the detour as it approaches. Me. Beale noted the new area. headquarters is under construction by the Haynesville Correctional Mrs. Mothershead noted a pothole concern off of Calvary Church, Farnham Creek intersection. Chairman Sanders noted concerns on Newland Road before Reisinger's Road, of vegetation Chairman Sanders added line of sight concern on County Bridge from Scates Road and back to the bridge and also at tree limb hanging close to the top oftrucks going up the hill on Scates Road. Facility with plans oft the Main Street facility to move out there in Spring. encroaching on the highway, hitting mirrors on trucks. HERIFF/ANIMAL CONTROL/NNRJ Sheriff Smith reported there were 2,056 calls for service for the month of August, with Richmond County calls 1,488 and the Town calls they addressed were 634. 288 civil papers were served, 2 arrests, closed 2 cases in this jurisdiction, 27 protective orders with 39 traffic summonses. Animal Control, had 46 calls for service, 14 animal intake and 7 adoptions and returns. Sheriff Sheriff Smith noted as of September 1st he has suspended all VSEND privileges to the Warsaw Police Department. Sheriff Smith added this has been done from previous issues that they have had. Sheriff Smith mentioned the VSEND license is in his name and all liability falls on him and at this present time he does not feel comfortable having his liability under other individuals. Chairman Sanders asked about the speed limit sign near the vegetable stand being bought by a grant. Sheriff Smith noted they are supposed to be getting another one this year on a grant. Smith added at this present time there are three animals at the shelter. RICHMOND COUNTY EMERGENCY SERVICES 3 Chief Paulette reported Richmond County Department of Emergency Services responded to 144 calls for service in August. Total revenue recovery for the: month was $40,170.04. Chief Paulette noted the department remained steady through the month of August, almost setting another: record for calls run. ChiefPaulette mentioned they continue to see: increases in call volume ChiefPaulette stated he is pleased to announce that out DEA License has been approved and they are waiting on their ordering certificate of authority to be processed. Once received, they will be looking at ordering the initial stock and inventory ofmedications and hoping for a go live date at Chief Paulette added they have also received all their Certificates of Authority from the FFA and willl be starting thej process ofbuilding out their drone team between all the first responder agencies who are interested. The drone is now available for response to needed emergencies. Chief Paulette reported EMS had their tent set up at the fair once again this year and he is pleased that there were no significant injuries, only a few band aids handed out. Chief Paulette added he joined the Extension Office Thursday night ofthe: fair and helped with first-aid talks tol kids going Mr. Parr asked about Northumberland joining the radio system. Chief Paulette commented Northumberland and Lancaster will both be joining.. Chief Paulette added Westmoreland is and what used tol be record numbers are becoming standard. the end of October. through their learning program. interested in hearing about the system. RICHMOND COUNTY VOLUNTEER FIRE DEPARTMENT Mrs. Mothershead reported for the Fire Department there were 6 total calls for Fire Company 1 (Warsaw), 5 for Fire Company 2 (Farnham), and 2 for Fire Company 3 (Newland). Mrs. Mothershead noted the Gun and Knife show will be held October 19th and 20th. Chairman Sanders updated the Board on the Newland Firehouse addition. TREASURER Mrs. Brann reported the uncollected taxes for 2023 is $254,036.95. Mrs. Brann stated the Mrs. Mothershead made note oft the siting agreement funds coming in that will reimbursement for collection process continues. some of the cost put out for the tower infrastructure. 4 COMMISSIONER OF REVENUE Ms. Delano commented the Land Use Revalidations were mailed out August 30th to those land owners that participate in the Land Use Program. Ms. Delano added they processed 56 new. Land Use Applications for 2024. Ms. Delano noted the property owners that participate ini the Land Use Program were notified oft the Land Use rate change that had gone up: for this year. Ms. Delano commended the Board of Equalization on doing a great job, they listened to concerns, they took their time, listened and: really did their research. BUILDING/PLANNINGIZONING/LANDUSE Mrs. Mothershead stated the building fees collected throughout the month was $7,916, 7z zoning permits issued and 4 land disturbing permits issued for the month of August. Mrs. Mothershead noted the Planning Commission did not meet for the month of September. Mrs. Mothershead added there most likely will be an application to review in October. Mrs. Mothershead gave an update from the Registrar's Office. Mrs. Mothershead commented with the change in the voting places new: registration cards will be sent out for District: 5. Early voting Mr. Fidler asked about different ways to follow up with residents about the district change. Mrs. Mothershead added they will be doing social media post and perhaps additional signage to direct people. Chief Paulette suggested sending a message to those that are registered with Code Red will begin in the Registrar Office September 20th. Alert. SOLID WASTE Mrs. Mothershead mentioned for the month of August 66 hauls for the: month. 28 Indian field, 20 Farnham and 18 Newland. There were 208 visits to the brush site in August. PUBLIC COMMENT Cliff Mullin asked about notes or updates about the solar projects. Mr. Mullin encouraged the Board whenever they hear anything about the public being able to go visit any ofthese projects to let them know giving them the opportunity to go. Mr. Mullin added he attended the Richmond County School Board Meeting and he encourages the Board of Supervisors to go, what they showed about the school systems here in Richmond County impressed him to no end. Mr. Mullin gave VDOT at thumbs up to there road work. AGENDA ITEMS UPDATE DR. SHANNON KENNEDY, PRESIDENT, RCC- HEALTH SCIENCE BUILDING 5 Chairman Sanders introduced Shannon Kennedy, President of RCC. Mrs. Kennedy updated the Board on RCC's new Health Science Building. Mrs. Kennedy noted they applied for Disaster Supplemental Relief Fund and a grant was received for just under 5.1 million dollars. BOARD OF POLALZATONSUNMARY The 2024 Board of Equalization completed their meetings with a total of 10 parcels adjusted and 39 parcels left a "no change" status. The Board consisted of Sue France, Denise Sanders, Rachel Douglas, Marion Howell, and Emmanuel Grimes did an excellent job studying the parcels that presented applications and explain to many residents how the assessments were figured to make certain that the numbers were fair throughout the county. TOWNOF WARSAW ANNEXATION Mrs. Mothershead stated following several open discussion of the original annexation of the proposed parcels into the Town of Warsaw, the town has determined it is most beneficial to only pursue the seven parcels listed. The public hearing will take place on Thursday, September 12, 2024 at 6:00 p.m. and thereafter action can be taken on the proposed ordinance of annexation. PERSONAL PROPERTYTAX RELIEF (PPTRA) Mrs. Mothershead mentioned on June 13th, 2024, the Board adopted the FY25 budget with Personal Property Tax Relief (PPTR) percentage of 40% with an agreement to reconsider the percentage in the fall, ifn needed, once actual vehicle values were in place. The Commissioner of Revenue's Office is currently gathering vehicle values and will have totals calculated soon. Chris Jett has submitted a spreadsheet comparing values from previous years, more information to be shared.. UNMANNED AERIALSYSTEM-OPERATIONAL: MANUAL Mrs. Mothershead stated a drone system has been purchased for use in Richmond County, following discussion on how to use grant money for the expenses. Mrs. Mothershead noted this drone system will require hours of organization and training prior to being able launch for emergency needs. The manual will make each ofyou aware oft the procedures for administration, safety, training, etc. Mrs. Mothershead stated as with any other county policies, it willl bej possible to adjust this manual and terms as the need arises. To acknowledge receipt and acceptance oft the current policy, Mrs. Mothershead recommended a motion and vote for the use of the unmanned "On a motion made by Robert. B. Pemberton, the Board voted: F. Fidler-aye; to approve the aerial system's manual as: noted. unmanned aerial. system 's operational manual." 6 ONGOING PROJECTS VDOT RECREATIONALTRAILPROJECT COGGIN BUILDING RENOVATION No new update. The power has been disconnected from the building in anticipation of the three phase being connected. The electricians have been finalizing some items prior to the connection of the new power. EMS STATION#2 Mrs. Mothershead stated final analysis oft the property is being completed by ARM Group to join together drain fields and possibly water sources for the existing firehouse and thei newl EMS Station #2. COMMERCE PARK EDA GRANT Mrs. Mothershead noted updates have been made to the E&s/Stormwater plans and resubmitted toDEQ for review. Comments from] DEQ are expected on or before October 6h, 2024. Inaddition, details arel being coordinated with adjoining land owners to obtain the necessary drainage easement required for the project. EMERGENCY RADIOINIRASTRICTURE Agreements with JG Contracting have been executed to move forward with revised grounding work, NNEC has agreed to the updates of the tower, however the updates will only cover County owned equipment. Once the grounding work is complete, L3 Harris is ready to move: forward with installation of the new equipment. This installation will work hand and hand with upcoming installations in Northumberland and Lancaster Counties. DHCD-COMMUNITY DEVELOPMENT BLOCK GRANT/SCOTTTOWA) Mrs. Mothershead mentioned the Programmatic Agreement with Department of Historic Resources has been completed and submitted to DHCD. This step should complete the Environmental Review Board, still pending the two-week public comment period plus the two- week State comment period. Following this comment period, the Richmond County will bei ready to get under contract with DHCD. COURTHOUSE REMODEL As. Judge John Martin requested at the. August meeting, County staffhave begun communications for a courthouse remodel. Mrs. Mothershead stated she has identified an architect who will 7 possibly be able tol help with the plans. A scheduled meeting is intended for the circuit and district court clerks, sheriff's office, Commonwealth Attorney and all Judges to receive input prior to making any final plans. MISCELLANEOUS INFORMATION $2,677.57-Cigarette tax received for the month of. July, 2024. The Household Hazardous Waste event is scheduled for October 19, 2024. VACO annual conference will be held at the Omni Homestead in Bath County on November 10-12. Mrs. Mothershead noted Menokin has qualified for another grant in the amount of $500,000 and in order to get that grant they have tol have aj pass through and in the past Richmond County has been the pass-through avenue for them SO Menokin has asked Richmond County to facilitate that Mrs. Mothershead added last month it was agreed to move forward with the Memorandum of Understanding. Connie Rosemont, Acting Director of the Menokin Foundation commented how grateful they are to Richmond County and invited the Board members to the Menokin Foundation ift they ever would like tol know more. Ms. Rosemont added this $500,000 is from the State and will go towards stabilizing and giving al better tour opportunity for thé coming 250th Anniversary oft the signing of the Declaration of] Independence, improved walkways and things on site. However, it has also the guidance from the County Attorney. (See Exhibit. In turn, it will make bulk fresh goods available to the public and local restaurants/ caterers. NNPA agrees that all proper permits (state and local) will be obtained for the operation of the auction market. This includes building permits, land disturbing permits and drain field NNPA. Mr. Martin Mrs. Mothershead stated since this is considered a Farm Structure through the building office it will bej permitted but it will bel Farm Exempt, therefore, there will not be regular inspections ofthe building from the building inspector. Mrs. Mothershead added it will be considered Agrotourism and from staff perspective, for citizens protection and Mr. Martins protection it is most likely recommended a notice that goes along with Agrotourism/ Agro Business to be posted as a Mr. Parr asked if there will be any smoke detectors. Mr. Martin stated they can but will have fire Mr. Parr asked what will make the well work. Mr. Martin commented by an air pump that will fill Mr. Pemberton asked will there be porter johns or regular bathrooms. Richmond County and our economy. Ms. Hayes on Farnham Creek Road, stated she supports this project. Linda Sokol on Folly Neck Road, stated she is for this project and thinks this is a wonderful Ms. Potter on Folly Neck Road, commented she has been to their stand on Route 3 many times Greg Berkshire noted one concern that has not been addressed is the signage. Mr. Berkshire commented that is a bad intersection and his concern is the safety ifa sign is put up it is hard to Cliff Mullin at 8351 History Land Hwy, commented he thinks this is an opportunity for growth for the County, Community and for them. Mr. Mullin noted where they currently are on the turn at Calvary Church Road is a safety issue for them and this new building on Folly Neck being off the main travel road will be good for their safety is very important. Mr. Mullin commented on the question about the kitchen and wants to make sure it is understood that if anything passes the provision of the. special exception they would need to come back to the County for review. Mr. Mullin stated he personally works with these families and wants this tol be something they can be proud of. Mr. Mullin lastly noted a comment was made tol him that this is an agricultural facility it iss still a residential area with homes located around this and it is encouraged for this to be maintained in a way that is pleasing to the community around them. Mr. Mullin encourages the Mr. Martin thanked everyone for there support and commented this is not about the Amish/ Mennonites this is about the community and everyone is welcome to buy or sell. Belinda Reynolds at 6196 Richmond Road commented she has watched people come and go in this community and do things without aj permit. Ms. Reynolds noted these people come before the Board and ask for a Special Exception Permit and are doing it the right way. Ms. Reynolds mentioned they do a lot more and give back to our communities then the people that have lived here all their lives. Ms. Reynolds stated she feels we need to give them this opportunity with the opportunity and for Richmond County itself. and is very thankful and proud tol have them here. see getting out oft that road. Mrs. Mothershead answered no it was never apart oft their plan and in order for it to be exempt itl has to meet the definition of farm use. Mrs. Mothershead added ift there is any kind of restaurant feature Mr. Fidler: noted that having it known that as. long as it meets the approval ofs special exception and or sit-down food service it has to be looked at different. anything additional would have to come back to the Board. 12 Mrs. Mothershead mentioned in regards to the Agrotourism notice she will work with Mr. Martin Mrs. Mothershead noted there was a concern about signage she will work with Mr. Martin with the sign permit. Ms. Murphy noted Verizon Wireless is seeking a special exception permit in order to install and operate a 250-foot self- support lattice telecommunications tower with 4-foot lighting rod. Ms. Murphy mentioned the site is a 57-acre parcel zoned A-1 within a 10,000 sq. ft. lease area. Mr. Mullin commented on1 the buffer and whether this tower will be sitting on the side oft the road. Mr. Mullin asked about the traffic concern in Newland during construction. Mr. Mullin shared the concern about planes going over and hitting this tower. Mr. Mullin added 250 ft. is not anywhere close to the limits the planes have, the. towers will have lights and does not believe the public needs to worry about it being struck. Mr. Mullin commented FFA regulations regulate how low planes can fly. Mr. Mullin stated this is going to be something that is going to be helpful not only to the people that live there, the people passing through and safety, being able to call 911 ifr needed. It has been heard and approved by the Planning Commission and will go to the Board level in September. I'm concerned about one particular board member having a potential conflict in the situation because he currently rents a building to the applicant seeking the special exception. Since a monthly check is received for this rent, my board member will no longer receive that rent if the application is approved, although he can rent the space for other uses. He has already shown 'concern" about the topic and expressed yesterday in the meeting that he rented to these individuals but he wanted to do extra work on the project to make sure not only the adjoining property owners knew about the plans but also folks outside. of that circlè. I just want to make certain that we are not creating a conflict of interest for this board member if he remains part of the conversion on this topic and votes for approval or disapproval.
