Minutes Regular Meeting October 08, 2024 Floyd County Board of Supervisors 1. Called to Order = Chairman Turman called the meeting to order at 8:30 am ors soon thereafter. 2. Opening Prayer - The opening prayer was offered by Supervisor Cox. 3. Pledge of Allegiance - Supervisor Boothe offered the Pledge of Allegiance. 4. Quorum - Linda Millsaps called the roll. A quorum was found. Supervisor Kuchenbuch is attending remotely in a secure location. PRESENT: Joe D. Turman, Chairman; Jerry W. Boothe, Vice Chairman Kalinda Bechtold, Levi Cox; and Linda DeVito Kuchenbuch (attending remotely from a secure location) Board Members; Linda Millsaps, County Administration, Kim Chiddo, Deputy County Administrator/CFo, and Danny Lowery IT Operations Manager to live stream and film the meeting. 5. Approval of Agenda - On a motion by Supervisor Cox, seconded by Supervisor Bechtold and carried to approve the agenda as presented. Approval of Minutes - On a motion by Supervisor Boothe seconded by Supervisor Bechtold and unanimously carried to approve the minutes from 09/24/2024 8. Presentations: a. Dr. Cromer, Floyd County Superintendent Dr. Cromer updated the Board on the following: 1- The School Board has not had its meeting yet Average age of current bus fleet 15 years old Slate-recommended replacement of buses is 15 years old School break is October 11th Buses are the biggest issue 3int the shop presently. b. David Clarke, Virginia Department of Transportation Mr. Clarke gave an update on the following: Maintenance on the following: Brush and Tree Cleanup Street Sweeping Patching - Good Neighbors Road and Franklin Pike Supervisor Cox also thanked VDOT for their work on Daniels Run/Stonewall project in his email. Supervisor Bechtold stated that she has received complaints regarding issues with the recent work on Alum Ridge and increased accidents. Mr. Clarke noted that they may need to put more signs up. Supervisor Bechtold thanked VDOT for the replacement bridge on Indian Valley Road. Additionally, Supervisor Bechtold noted that there have been many complaints regarding the vegetation spraying and inquired if there is a list for No spraying. Mr. Clarke said he could put one out there, however emphasized the increase in cost to not spray as they Supervisor Kuchenbuch noted the potholes on Route 730 between Beaker Creek and Sam Reed. Also stated to look at the standing water on Route 8 at the cross pipe near the bridge Supervisor Boothe also noted the pothole issue on Canady School Road. Supervisor Boothe requested the consideration of Bluebird Lane for addition to the six-year plan. Ms. Campbell and I will be presenting you an election update. However, before we do sO we will address rumors that have been brought to our attention by Dr. Millsaps. We are not sure if we have the substance of the rumors correct. It is our understanding that one relates to the distribution of absentee ballots and the other the accuracy of the ballots themselves. Ih have asked Ms. Campbell to address the distribution of absentee ballots and present the actual data. Five have come back as the person has moved out of the state. CDBG Rehab Resolution The board asked Lydeana questions regarding the CDBG rehab resolution. On a motion by Supervisor Bechtold, seconded by Supervisor Cox and unanimously carried to approve the CDBG Rehab resolution as amended and authorize appropriate staff signatures.
