This public hearing was necessary to align the current state code with town code to change from transient andi lodging quarterly remittance of charges and tax collected to monthly. No comments were submitted. The public hearing was closed at 6:07PM. Town Council Meeting October 8, 2024 Page3of5 Council member Stought shared several events happening in town and early voting is taking Council member Luke referenced the 2030 Town of] Purcellville Comp Plan and its' referençe to the town not wishing to annex additional land and the citizens not in support of annexation. Council member Bertaut referenced the upcoming events in town. He made a reference to the Board of Supervisors meeting of September 17 where County staffi is working to further the Kuhn annexation adjacent to. Mayfair. County staff! had requested to be given permission to negotiate a voluntary settlement with the town sidestepping the towns annexation process with less citizen input. The Board of Supervisors deferred this item toi its' November 7th meeting. Council member Wright shared the recent work of the Tree and Environment Sustainability Vice Mayor Rayner welcomed three new members to. Economic Development Advisory Committee (EDAC) and mentioned the EDAC event on October 23rd int the breezeway ofMain and Maple. She shared a recent experience ofwitnessing a medical emergency and suggested to Mayor Milan made comments on October being Public Safety month and the Finance team has the Community Access Portal live and working as a service provided to the citizens for bill payments. He mentioned Celebrate Purcellville event happening this week and early voting opportunities are being offered. Mayor Milan mentioned the Tree ofLife organization planning a: 5k run, and the new professional basketball team based in Purcellville willl be holding a fundraiser to support the community with donations for the food bank. place. Amending' Town Code Chapter 78-Traffic and Vehicles Chief Barry Dufek gave the report oft this town codel being able to charge individuals with the failure to operate a vehicle with their full attention for the safety oft themselves and others. John Cafferky, Town Attorney, shared this being consistent with town codes nearby. Council discussed the details and purpose oft this amendment. Council made no change to the current rate and this rate has remained unchanged since 2002. Council suggested that Economic Development Advisory Committee research this item further and possibly make a change for the next fiscal year planning after the research is complete. b. Planning Commission Work Plan Summer Wilkes, Zoning Administrator and Director ofl Planning and Community Development, gave the report. She shared a draft work plan for the Planning Commission which mirrors the process ofthe County and Leesburg based on interpretation of the VA code that Planning Departments propose ai focus plan to guide the Planning Commission and is voted upon by Town Council. The recommended Work Plan has seven major projects: 1) Zoning Ordinance rewrite, 2) Comprehensive Plan Annual Review, 3) Planning Commission Quarterly Reports, 4) Comprehensive Plan 5-year Review and Update, 5) Western Loudoun Recreation Center/Parks, Recreation and Open Space Plan coordination, 6) Loudoun County Arts Plan participation, and 7)Focus Area: Historic Downtown Master Plan, Design Guidelines, Transportation and Economic Development Analysis. Future' Town Council Meetings and Agenda Topics Diana Hays, Assistant Town Manager, gave the report. Council requested to add to the October 221 meeting ai motion to remove the voting status from the Council liaison to the Planning Commission and add a voting member to the Commission along with stated term. Also, to add a recognition for the retirement oft thel Principal for Mountainview Elementary after 15 years at the November 12th meeting.
