Appointee Joseph Siemek, Director, Department of Public Works Margaret Hartka, Deputy County Attorney Announcement from Robert McCord  Mr. Robert McCord notified the attendees that Harford County Government was following protocol undert the Open  Meetings Act.  Approval of Minutes of the September 10. 2024 Board of Estimates Meeting  The minutes of the September 10, 2024 Board of Estimates Meeting were approved by general consent. Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.  Item No. 09-24-24-01  Mr. Barry presented Solicitation No. 23-226; Itron Water Meter Reading Equipment 2023; Change Order #2 2. Mr. Steven Barry from the Department of Public Works stated that this proposal is fort the purchase of two (2) Itron Mobile Collector 4 (MC4) Max, accessory kits, power supplies, whip antenna, training, and implementation. The current meter reading software, Itron Field Collection System, has reached its end of sale as of December, 2023 and will reach its end of supporti in December, 2026. The Department of Public Works will need tot transition to Itron's new The Department of Public Works requests approval for Change Order # 2 in the amount not to exceed $86,051.00, increasing the contract total not to exceed amount to $341,670.40 for the remainder of option year 2 to United Systems & Software, Incorporated of Benton, Kentucky in accordance with Section 41-25 of the Harford County  software package, Temetra.  Code.  This motion was unanimously approved. Item No. 09-24-24-02  Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.  Mr. Smith, Jr. presented Solicitation No. 24317,HACHLaboratony Equipment, Supplies, and Services; Sole Source.  1    Mr. William Smith, Jr. from the Department of Public Works is requesting approval for the purchase of consumables such as chemicals, reagents, standards, in-line analyzers, laboratory equipment, parts, supplies, and services, to The Department of Public Works recommends award in the amount not to exceed $100,000.00 per year to HACH Company ofLoveland, Coloradoi in accordance with Section 41-25 of the Harford County Code.  support! MDE regulatory requirements.  This motion was unanimously approved. Item No. 09-24-24-03  Mr. Sandlass made ar motion to approve the recommendation, seconded by Mr. Siemek. Ms. Fitzpatrick presented Solicitation No. 25-094; (4) 2024 Dodge Cab and Chassis Only; Sole Source. Ms. Tiffany Fitzpatrick from the Department of Procurement, Fleet Management, on behalf of the Department of Emergency Services, is requesting approval for the purchase of four (4) 2024 RAM 5500 cab chassis. The current units are becoming unreliable and are experiencing various mechanical issues such as electrical, failing diesel particulate filters, and inverter power issues. The average age of the units to be replaced is over 13 years old and The Department of Procurement, Fleet Management, recommends award in the amount of $302,880.00 to Keene Company, incorporated of Jarrettsville, Maryland, in accordance with Section 41-25 of the Harford County Code.  eachl has over 150,000 miles oni it.  This motion was unanimously approved. Item No. 09-24-24-04  Mr. Sandlass made ar motion to approve the recommendation, seconded by Mr. Siemek. Piggyback- Sourcewell Contract: # 122123-RVG (Boxes) and Sole Source (Remounts).  Ms. Fitzpatrick presented Solicitation No. 25-095; (2) Wheeled Coach 1170 Ambulance Boxes & (2) Remounts; Ms. Tiffany Fitzpatrick from the Department of Procurement, Fleet Management, on behalf of Emergency Services, stated that this proposal is fort the purchase of two (2) complete turnkey ambulance boxes and approval to utilize two (2) of the four (4) chassis presentedi in Item 09-24-24-03. The Fleet Department will remount the existing boxes onto other remaining cabs and chassis. This willl be a cost savings tot the County by utilizing ther remount process. Thel Department of Procurement recommends award in the amount not to exceed $973,192.001 to Atlantic Emergency Solutions, incorporated of Manassas, Virginia in accordance with Section 41-25 oft the Harford County Code.  This motion was unanimously approved. Item No. 09-24-24-05  Mr. Sandlass made a motion to approve the recommendation, seconded by Mr Siemek.  Sgt. Notargiacomo presented Solicitation No. 21-232; HCSO Body Worn Camera Systems and Tasers; Change Sgt. Mario Notargiacomo from the Harford County Sheriffs Office stated that this proposal is for repairs to all Tasers and Body Worn Cameras that are under warranty, and the data storage associated with the devices.  Order#9.  2    The Harford County Sheriffs Office requests approval of Change Order # 9 in the amount of $226,000.00 per year, increasing the contract total amount to $879,462.02 per year for option years 3 and 4 to Axon Enterprise Incorporated of Scottsdale, Arizona in accordance with Section 41-25 oft the Harford County Code.  This motion was unanimously approved. Item No. 09-24-24-06  Mr. Sandlass made ar motion to approve the recommendation, seconded by Mr. Siemek.  Senior Deputy Barresi presented Solicitation No. 25-243; HCSO FY25 Ammunition Purchase; Piggyback- State of Senior Deputy Marco Barresi from the Harford County Sherif's Office stated that this proposal is for the purchase of ammunition for mandated annuali firearms training and qualification courses for law enforcement deputies. The Harford County Sheriffs Office recommends award in the amount not to exceed $228,000.00 to The Gun Shop of Vincentown, New. Jerseyi in accordance with Section 41-25 oft the Harford County Code.  Maryland BPO#001B9400284.  This motion was unanimously approved. Item No. 09-24-24-07  Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.  Ms. Miller presented Solicitation No. 25-246; HCSO CradlePoint NetCloud Renewal; Piggyback- Sourcewell Contract Ms. Emily Miller from the Harford County Sheriffs Office stated that this proposal is for the purchase of the CradlePoint netCloud subscription. The subscription provides the Sheriffs Office with netCloud technical support for the covered equipment and necessary security subscription software. CradlePoint routers allow the agency's vehicles The Harford County Sheriffs Office recommends award in the amount of $60,094.04 to CDW-G LLC of Chicago,  #121923 CDWG- Software.  tol have internet that provides wireless networking. Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.  Mr. Kuba presented Solicitation No. 25-244; Tenable One; Piggyback- State of Maryland COTS Contract BPO # Mr. Nick Kuba from the Office of Information and Communication: Technology stated that this proposal is for the purchase of Tenable One software that searches for cyber threats, provides preventative maintenance, and solutions toa avoid cyber-attacks. The software protects the network from a wide range of threats, including malware, The Office of Information and Communication Technology recommends award in the amount of $50,514.001 to! HCGI Hartford, Incorporated of Columbia, Maryland in accordance with Section 41-25 oft the Harford County Code.  ransomware, and data breaches.  This motion was unanimously: approved.  3    Item No. 09-24-24-09 Procurement.  Mr. Sandlass made ar motion to approve the recommendation, seconded by Mr. Siemek.  Mr. Wakefield presented Solicitation No. PM17-084; Lease Agreement-3525 Conowingo Road, Suite 400; Negotiated Mr. Peter Wakefield from the Department of Law, Property Acquistion, is requesting approval for the State of Maryland, Department of Agriculture, Forest Pest Management, to enter into al Lease Agreement for a portion oft the property known as 3525 Conowingo Road, Suite 400, in Street, Maryland. The Lease Agreement is for one (1) year The Department of Law, Property Acquistion, recommends award in the amount of $13,608.00 per annum plus a 1.5% annual rent increase for each renewal term to the State of Maryland, Department of Agriculture, Forest Pest Management, of Annapolis, Maryland in accordance with Section 41-25 oft thel Harford County Code.  with four (4) one-year automatic renewal terms.
