PEOPLE'S COUNSEL CITIZENS ADVISORY BOARD  August 27, 2024  6:30 P.M.  MINUTES OF MEETING  PRESENT: Members Conway, La Barre, Moon, Norman & Stromberg; ABSENT: Members Dudderar, Smolenski and Andy Chabalowski, Esquire  Brian Young, Esquire  CALL TO ORDER  The meeting called to order at 6:36 p.m. by Mr. Stromberg with a quorum. APPROVAL OF MINUTES -The minutes of July 23, 2024 were unanimously approved.  CASE PRESENTATIONS - None  OLD BUSINESS Mr. Young.  People's Counsel Update - The current People's Counsel case docket was reviewed by  Cases on Layover None  NEW BUSINESS  Review of Applications  Case No. 6018 (Joseph Nelson) -Variance to permit an accessory structure within the 60 foot front yard setback (27 foot setback proposed) in the Agricultural District, for property  located 3003 Old Mountain Road, Joppa.  No action was taken.  Case No. 6019 HartHeritage,Inc.Presbyterian Home ofl Maryland, Inc.)-Modificationot: Board of Appeals Case No. 5297 for an existing Personal Care Boarding Home in the  Agricultural District, located 3708 Grier Nursery Road, Street.  No action was taken.  Case No. 6020 (Amanda Elmore) - Variance to allow a sunroom within the required 40 footrearyard setback (36 footsetback proposed) ini the R3/CDP Urban Residential District, for  property located 104 Canby Court, Joppa.  No action was taken.  Case No. 6021 (Jarrettsville. Property Investments and Francis Avena) = Variances to locate a 47 square foot free-standing sign, 12 feet in height, within the required 20 foot road right-of-way (zero setback proposed) in the VB Village Business District, for property located  3743 Federal Hill Road, Jarrettsville.    Following discussion, motion was made by Mr. Norman and seconded by Mrs.Conway,  recommending People's Counsel enter Case No. 6021. The motion carried 5-0.
