SECOND READING OF ORDINANCE NO. 1150 = AMENDING SECTIONS 155.091 (USES), 155.093 DEVELOPMENT STANDARDS), 155.175.2 (USES) AND 155.175.4 DEVELOPMENT STANDARDS) WITHIN TITLE 15 (LAND USE), CHAPTER 155 (ZONING) OF THE SANTA FE SPRINGS MUNICIPAL CODE RECOMMENDATION: It is recommended that the City Council: (COMMUNITY DEVELOPMENT) 1) Adopt Ordinance No. 1150: AN ORDINANCE OF THE CITY OF SANTA FE SPRINGS AMENDING SECTIONS 155.091 (USES), 155.093 DEVELOPMENT STANDARDS), 155.175.2 (USES) AND 155.175.4 DEVELOPMENT STANDARDS) WITHIN TITLE 15 (LAND USE), CHAPTER 155 (ZONING) OF THE SANTAFE SPRINGS MUNICIPAL CODE. 2) Take such additional, related, action that may be desirable. 12. PROFESSIONAL SERVICES AGREEMENT FOR LOCAL HAZARD MITIGATION PLAN UPDATE (FIRE) RECOMMENDATION: It is recommended that the City Council: Page 3 Minutes of the September 17, 2024 Public Financing Authority, Water Utility Authority, Housing Successor, Successor Agency, and City Council Meetings 1) Approve the Professional Services Agreement with Jacob Green & Associates and allocate $74,760 for the General Fund to update the City's Local Hazard Mitigation Plan; and 2) Take such additional, related, action that may be desirable. 13. AUTHORIZATION TO ADVERTISE REQUEST FOR PROPOSALS (RFP) FOR THE PARKS, RECREATION, AND COMMUNITY SERVICES MASTER PLAN RECOMMENDATION: It is recommended that the City Council: (PARKS & RECREATION) 1) Authorize staff to advertise the Request for Proposals (RFP) for the development of the Parks, Recreation, and Community Services Master Plan, in accordance with the proposed bid schedule; and 2) Take such additional, related, action that may be desirable. 14. RESOLUTION NO. 9929 = ESTABLISHING THE CITY'S MAXIMUM CONTRIBUTION OF MISCELLANEOUS AND SAFETY EMPLOYEES UNDER THE PUBLIC EMPLOYEES MEDICAL AND HOSPITAL CARE ACT (CITY MANAGER) RECOMMENDATION: It is recommended that the City Council: 1) Adopt Resolution No. 9929, establishing the City's maximum contribution to medical insurance premiums under the Public Employees' Medical and Hospital Care Act. Mayor Sarno requested Item No. 15 be considered separately. PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF SANTA FE SPRINGS AND OLIVAREZ MADRUGA LAW ORGANIZATION, LLP (CITY MANAGER) RECOMMENDATION: It is recommended that the City Council: 1) Approve the Professional Services Agreement Between The City of Santa Fe Springs and Olivarez Madruga Law Organization, LLP ("OMLO")" to act as the City Attorney on behalf of the City of Santa Fe Springs ("City"). In the previous 12 months, he received campaign contribution in excess of $250 from the contracting party. City Manager, René Bobadilla provided a brief presentation on Item No. 15. Itv was moved by Councilmember Rodriguez, seconded by Mayor Pro Tem Rounds, to approve the "Professional Services Agreement Between The City of Santa Fe Springs and Olivarez Madruga Law Organization, LLP ("OMLO")" to act as the City Attorney on behalf of the City of Santa Fe Springs ("City"), by the following vote: Ayes: Nayes: Absent: Recused: Zamora Martin, Rodriguez, Rounds, Sarno None None APPOINTMENTS TO BOARDS, COMMITTEES, AND COMMISSIONS Councimember Martin appointed Milana Ruiz to the Youth Leadership Committee. Mayor Sarno appointed Albert Martinez to the Parks & Recreation Committee. COUNCIL COMMENTS/AB1234 COUNCIL CONFERENCE REPORTING Councilmember Zamora reported on attending a Council of Governments Event on Catalina Island on September 11, 2024 which covered topics such as Measure A. He also Councimember Rodriguez spoke about attending the Council of Governments and Contract Cities conferences where the topics discussed included homelessness and resources for low-income residents. Lastly, she promoted the upcoming Relay for Life event Councimember Martin also spoke about her attending the Council of Governments and Contract Cities conferences. She welcomed the OMLO Law Group and encouraged Mayor Pro Tem Rounds welcomed the OMLO Law Group and talked about the fire event earlier in the evening. He invited everyone to attend the Relay for Live event. Mayor Sarno welcomed the OMLO Law Group and also promoted the upcoming Relay attended a Contract Cities event in Oceanside, CA. and welcomed the OMLO Law Group. residents to vote. for Life event.
