Adopt Resolution No. 1624-2024 approving an application for funding and the execution ofa Grant Agreement and any amendments thereto from the 2024 funding year of the State CDBG Program. Discussion The Community Development and Economic Development Allocations oft the State CDBG program is published in a Notice of Funding Availability (NOFA) each program year. This year's NOFA was released on. August 30, 2024. Approximately $34 million will be made available statewide based on HCD guidance. Under the Community Development Allocation, eligible cities and counties will be allowed to apply for a maximum of $3,600,000 for up to two activities. The NOFA will again include an' "Over the Counter" (OTC) component fori infrastructure, housing, and economic development, as well as a competitive component for planning and public services Eligible activities under the above allocations int the NOFA consist of the following OTC categories: public improvements, public facilities, homeownership assistance, housing rehabilitation, business assistance and microenterprise activities. The other options allowed are planning studies and public service programs. Eligible activities paid for with state CDBG funds must meet one or more of the three national objectives listed in CDBG federal statutes as follows: benefit to low-income households or persons; elimination of slums and blight; or meeting urgent community development need (a need from a state or federally declared disaster). The City held a public meeting on October 22, 2024 to discuss the NOFA, the process and potential projects and activities. A copy of the slides is included in Attachment 1. The 2024 NOFA allows one Over The Counter (OTC) project. Staff is recommending Phase II oft the Eel River Trail, Construction of an Accessible Concrete Ramp. Phase llofthe Eel River Trail. Based on the City Engineers Opinion of Probable Costs, $782,941.90 and the two bids, $997,093.26 and 712,301.50, that were received for the Phase II component of the trail, staff is recommending an amount of $1,207,174.70. This amount is based on the average of the two bids, $854,697.55, plus a 10% increase for costs, a 20% contingency and 7% Activity Delivery/General Administration. CDBG 2024 NOFA Council Staff Report October 28, 2024 The NOFA also allows two competitive applications. Staff is recommending feasibility studes for drainage and street improvements to Pacific Avenue and Second Avenue. Funding limits for completive grants is $300,000. Staff recommends applying for the maximum amount. Applications submittal opens on Tuesday, October 29, 2024. Iti is staff's intent to submit the applications as soon as possible.
