City Council Meeting October 8, 2024 1. CALL TO ORDER: 2. ROLL CALL: Regular Meeting called to order at 6:00pm by Mayor LeBarre. City Council: Mayor Mike LeBarre, Council member Carlos DeLeon, Council member Rob Cullen, City Staff: City Manager Steven Adams; City Attorney Roy Santos; City Clerk, Erica Sonne. Council members Oscar Avalos. Mayor Pro Tem Carlos Victorialabsent). 3. FLAGSALUTE: The flag salute was led by Mayor LeBarre. 4. CLOSED SESSION ANNOUNCEMENTS: None SPECIAL PRESENTATIONS: None 6. PUBLIC COMMUNICATIONS: Karen. Jernigan, 206 N. Mildred Ave., participated in an event at the Mission San Antonio de Padua with the California Mission Walkers conference with 130 in attendance this past Saturday October 5th where many people commented positively on the improvements in our little town and four of King City's businesses were used. Rosa Pacheco catering Friday night dinner, Knights of Columbus from Saint John's Church Saturday lunch, Francisco's Tacos La Potranca De. Jalisco, Saturday night dinner and Jenny's Cake Decoration for tables and chairs. All of these businesses were on time and professional. One of the speakers was Naomi Torres, superintendent oft the. Juan de Anza National Historic trail. Nearly 250 years ago Mr. Anza brought a group of 240 settlers made up of 30 families from Mexico into Baja California, their journey came near King City. She feels that having part of the trail along the Salinas River in San Lorenzo Park designated as a national trail would be an attraction for people to visit our city. After the first of the year, she would like to encourage the City Council to invite Ms. Torres and her staff to speak to City Council about the possibilities for this. She thanked the City Council and told them to keep up the good work. 7. COUNCIL COMMUNICATION5: Council Member DeLeon stated he had nothing to report this evening, however he had a question about rent stabilization. City Manager Adams explained that in general it would be recommended against rent control for a couple of reasons the first being it reduces the housing supply, people are locked into a low rent then never want to give up their unit, where otherwise typically someone would move up in their housing, with rent control there are less low-income units available for people that need them. Secondly lack of housing is the real problem currently. The City Manager stated a more comprehensive study could be brought back. Council Member Deleon stated that we should keep an eye on it and consider it later on down the road. Council Member Cullen stated he got to attend the Monterey County Business Council meeting a few weeks ago where Dr. Chris Thornberg gave an analysis on housing in Monterey County. He warned about the unintentional consequences of rent control. The last meeting for the Solid Waste Authority was for the Annual Report and Meeting Highlights will bei in the next City Council meeting packet. He stated that Council Member Avalos stated he had nothing to report this evening. Mayor LeBarre reminded council member Avalos of the annual event this weekend. He stated that So. Mo. County Foundation event is Mayor LeBarre stated tomorrow he willl be heading to the State Rail Conference in San Diego. CITY STAFF REPORTS AND COMMENTS: City Manager Adams reminded Council that Ciclovia is this Sunday. Lots of agencies participating.
