Sewer Rate Study Summary Presentation and possible approval toj post Proposition 218 Notice of Mark Hildebrand, Rate Consultant ofHildebrand Consulting, LLC presented information on the Sewer Rate Study and the proposed Proposition 218 Notice of Public Hearing for Council [The PowerPoint presentation is available to the public online at wwcljacksonca.1s by clicking on "Government", then "City Clerk & Records", ands scroll down to "City Council. Mayor McLean asked about the list of capital improvement projects tied to the rate increase. Mark Hildebrand advised a detailed list ofapproximately 15 projects provided by staffa are ini the full report in the Council packet, including rehabilitation of sewer mains throughout the City, projects at the wastewater treatment plant, among others. Considering capital spending, you either classify a project as deterioration/aging infrastructure or a growth project, expanding the capacity ofa system to accommodate growth. All oft the projects here deal with aging infrastructure, providing the "TLC" they need. A proactive capital spending program is really important to keep rates low because fixing something before it breaks is magnitudes less expensive than after, which involves engaging emergency crews, quick contracts, and less competitive bids under duress. September 9, 2024 City Council Meeting Minutes Councilmember Gonsalves inquired how toi include growth into the figures shown, considering potential Mark Hildebrand advised there are sewer capacity charges that are recovered from developers when they move in. Sometimes the sewer utility will need to front the costs to expand a system fori incoming development to connect. This study did not include capacity charges oft the sufficiency oft that fund due tor minimal growth happening in Jackson at this time. Capacity charges should be considered ifyous see Councilmember Godde stated staying ahead of potential development (such as capacity ofthe wastewater treatment plant) can make. Jackson more appealing toi incoming developers. Mark Hildebrand advised of two different methodologies for calculating capacity charges: 1. Buying approach. 2. Incremental approach. Ifyou have enough capacity in your existing system to accommodate new growth, the money you get from the capacity charges reimburses existing ratepayers, so you have already paid for the infrastructure and when developers come in and pay their capacity charges the money goes straight into the sewer utility fund and helps keep rates down or pays for additional rehabilitation projects. The only time you have stress on the utility is when you do need to expand the infrastructure, creating a timing issue in terms oft the cost to expand the infrastructure before Councilmember Godde asked PW Supt Wilder his opinion on whether we are catching up on I&I issues compared to 4-5 years ago. Wilder advised it gets better every year and al lot ofthe CIPS are going to make lines better as well. The plant currently has capacity to accommodate 1,200-1,800 additional homes. Vice Mayor Simmons stated there are two possible development projects- Ven Huizen's project on' Tunnel Hill, and the next phase ofJ Jackson View ifthey continue with the process. Wilder commended Interim WWTP ChiefLindsey for looking into the capacity for the. Jackson View project a couple ofy years ago and completing the studies for it. VM Simmons asked about the correlation between the capacity to accommodate a certain number ofsingle-family homes versus commercial operations. Wilder advised capacity and connection fees for commercial are significantly higher and the number of homes the business would be equivalent to would vary based on the type of business- more details are VM Simmons inquired why the other cities water rates are SO much higher than Jackson. Hildebrand advised that many ofthe other agencies have al hard time finding aj place to put their treated water. Dalacie Blankenship, Finance Manager answered Councilmember Gonsalves' question regarding the sewer participation fund.
