ROLL CALL: MAYOR DAVIS, MAYOR PRO TEM HEWITT, COUNCIL MEMBER CERVANTEZ, COUNCIL MEMBER MANLY AND COUNCIL MEMBER MOLINA. None ABSENT: STAFF: CITY MANAGER KOLBOW, CITY ATTORNEY ENNIS, CITY CLERK GERDES, PLANNING DIRECTOR LUCIA, CITY ENGINEER THORNTON, INTERIM PUBLIC WORKS DIRECTOR SHAKIR, FIRE CHIEF O'CONNELL AND SHERIFF CAPTAIN NORTHUP. Council Member Molina requested the opportunity to report on her recent trip to! Washington DC with members of the Riverside Transit Authority and Riverside County Transportation Commission requesting federal funding for transportation projects. She stated that she was also able to meet with congressman Ken Calvert and thanked him for the funds already allocated to Calimesa transportation projects, adding that she took the opportunitytorequest additional federal funding for Calimesa. Avenue L, Calimesa, spoke regarding issues he is having with CR&R and the picking up oft trash from his propertybusiness. He stated that CR&R are not picking up the trash on the days as scheduled for pickup, adding that they are getting forgotten every week. He further stated that he contacted CR&R and informed them that he would be addressing his complaints to the City Council at the meeting tonight. He requested the meeting. City's assistance with the issue. BUSINESS ITEMS 1. SIXTH AMENDMENT TO AGREEMENT FOR SENIOR SERVICES WITH FAMILY SERVICES ASSOCIATION. Approve the Sixth Amendment to the Agreement Between the City of Calimesa and Family Services Association to Provide Senior Services at the Norton Younglove 2. Approve Resolution 2024-52, a Resolution of the City Council of the City of Multipurpose Senior Center. Calimesa. City Manager Kolbow presented the agenda report. After Council discussion the following action was taken: MOTION BY COUNCIL MEMBER MOLINA, SECONDED BY MAYOR PRO TEM HEWITT, CARRIED 5-0 TO APPROVE THE SIXTH AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF CALIMESA AND FAMILY SERVICES ASSOCIATION TO PROVIDE SENIOR SERVICES AT THE NORTON YOUNGLOVE MULTIPURPOSE SENIOR CENTER AND ADOPT RESOLUTION 2024-52, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALIMESA AMENDING THE FY 2024-25 BUDGET TO INCLUDE AN ADJUSTMENT IN THE COMMUNITY SERVICES COMMUNITY Mayor Davis and Mayor Pro Tem Hewitt recused themselves from Public Hearing Item No. 2 due to potential conflicts of interest. They left the Dias and left the building at 6:34 p.m. City Attorney Kevin Ennis explained that since both the Mayor and Mayor Pro Tem were recused from the Public Hearing item, that the remaining Council would need to select one ofi its members to act as chair for the Public Hearing and remainder of the meeting. MOTION BY COUNCIL MEMBER CERVANTEZ, SECONDED BY COUNCIL MEMBER MANLY, CARRIED 3-0 TO APPOINT COUNCIL MEMBER MOLINA TO ACT AS CHAIR PARTNERSHIPS ACCOUNT IN THE GENERAL FUND FOR THE PUBLIC HEARING AND REMAINDER OF THE MEETING. PUBLIC HEARINGS 2. PUBLIC HEARING: Public Hearing -Oak Valley North - A request by BICM Land Holdings, LP for Recommended Approval of Environmental Assessment 22-02 (EA 22-02), General Plan Amendment 22-03 (GPA 22-03), Zone Change 22-01 (ZC - 22- 01), Development Plan Review ("DPR") DPR 22-05 and Conditional Use Permit ("CUP") 22-02 (Building 1 = TPM 38589 parcel 1), DPR 22-06 and CUP 22-03 (Building 2 - TPM 38589 parcel 2), DPR 22-07 and CUP 22-04 (Building 3- TPM 38589 parcel 3), DPR: 22-08 and CUP 22-06 (Building 4 - TPM: 38589 parcel 4), DPR 22-09 (Trailer Storage Lot 1 - TPM 38589 parcel 5), DPR 22-10 (Trailer Storage Lot 2- TPM 38589 parcel 6), Tentative Parcel Map 38589 and Development Agreement RECOMMENDATION: That the City Council open the public hearing and, at the request 24.01,ona1102-acre project site of the applicant, continue it to a future date uncertain. Lindsey Mansker, representing the Oak Valley North project requested a continuance of the public hearing to a future date uncertain to allow additional time to address questions/concerns of the project. The following spoke in opposition to the Oak Valley North project: James McDougall, 9805 Weller Road, Calimesa, CA Greg Card, 35450 Beckwith Ave., Calimesa, CA Ron Roy, 35161 Hogan Drive, Beaumont, CA DeRoy Silveous, 914 Bryant Street, Calimesa, CA Henry Sanchez, 35704 Beckwith Avenue, Calimesa, CA Valentino Ceci, 35345 Beckwith Avenue, Calimesa, CA Jon Usher, 983 Cottonwood Drive, Calimesa, CA Council Member Molina and Acting Chair closed the public testimony and questioned whether the developer would like to respond to the comments and questions raised by the speakers. Scott Mulkay, Developer representative stated that he would speak with the residents following the adjournment of the meeting.
