PROGRAM OF WHEREAS, the Regional Early Action Planning Grant Program of2021 ("REAP 2.0") program was established by the California state legislature as part ofthe 2021 California Comeback Plan under AB 140 to confront the statewide housing affordability crisis by building and expanding on the success oft the REAP 2019 program by integrating housing and climate goals and allowing for broader planning and implementation investments to facilitate housing supply, choice, and affordability; WHEREAS, REAP2 2.0 funded activities must meet the program objectives, which are to accelerate infill development that facilitates housing supply, choice and affordability; affirmatively further fairl housing; and reduce vehicle miles traveled. Further, all residential development must be in areas. meeting the definition for "In fill" WHEREAS, the Southern California Association of Governments ("SCAG") issued a call for application under the Programs to Accelerate Transitional ("PATH") WHEREAS, SCAG intends to award $1,500,000 to the City of Calipatria to complete and deliver the Delta Street Pump Station Improvement project. Self-Public Works Director 100824MIN 4/5 The city currently outsources our city's community development. This is split between The Holt Group and Imperial County Building and Planning. The city has an opportunity to bring ini revenue from property owned by the city as it develops. The current base value per lot as previously negotiated was at approximately $15,000 per lot. The city has 130 available lots that should be put out as subdivisions with the potential of bringing approximately $1,950,000 of sales from land. In addition to this, bringing ini the permitting aspect of this could bring along another $300,000 plus in fees. This would render the department as self-sustainable and not impacting our General Fund negatively. Director Self stated that we have a chance to get property back (Paso Del Norte) which has the potential to create 130 homes and ifthe city had an inhouse planner, that revenue would go to the city- not county and the Holt Group. Director Self stated he can do house inspections (not construction) but we can do this as the city and keep the revenue here, looking at almost Two. Million dollars. CM Gutierrez stated that we are just asking. for direction to movej forward-t these funds would be general fund and that supports public safety. All council gave direction to move forward. Councilmember N-Froelich stated that maybe look for another city to share a planner with as a costs saving measure. 2) Purchase of budgeted trucks- E. Self- Public Works Director- The city's 's current fleet is passed its useful service life and repairs exceed the values of the vehicles with some parts are. no longer available. Public worksis down to one fully functioning truck and is used between three staff members. Public works has an approved budgeted purchase for trucks. Director. Selfsaid the PW's is in dire need of better vehicles to conduct city work with. I've provided to trucks forj your review and would like to purchase something similar to pictures provided. Can the van that was donated to the city be adapted so the Director can drive that?. Beltran asked how many employees does public works have? 2full time and one part time. N.-Froelich said she is not in agreement with the stipend to the director- maybe a closed: session item? Resident Jesse Rivas asked ifthe IID had any surplus trucks that could be donated to the city? Amezcua stated please buy the trucks, it's budgeted. so move forward. STAFF and COUNCIL REPORTS: Self: received Christmas lights- trees for IID (100)- Llanas: there was a fire today, under control within thirty minutes- on October 21s'and 22nd the north end and south end fire departments are having aj parade of fire trucks for Trevino: Stats for September eight calls for animal control- forty calls for public assistance- twenty-seven hang up calls- forty-nine patrol checks- forty traffic stops- fora total of357 for the month of September.
