Approved 10/8/2024  MINUTES  NORTH YORK BOROUGH COUNCIL MEETING September 10, 2024-6:30PM  Call to Order: 6:30 pm by Seth Hightman.  Pledge of Allegiance and Moment of Silence was led by Seth Hightman. Moment of Silence was dedicated to Charlie Brashears, who passed away on August 18, 2024, and who was our Public Works Roll Call: Seth Hightman, Tracey Knouse, M. Joel Collier, Vickie Rice, Jerry Duncan, Dhani Thomas, Manager Dr. David Bolton, and Solicitor Walt Tilley from Stock and Leader were present. Mayor Brunk, Engineer. Jason Brenneman, and Secretary/Treasurer Sonya Grim were excused. Vivian Amspacher attended by telephone on a motion by Dhani Thomas, second by Tracey Knouse, and unanimously Announcements: An Executive Session was held tonight from 6:00-6:30 pm in Council Chambers to  Director and Building and Grounds Supervisor.  carried.  discuss personnel issues with the Borough Solicitor. Public Comment (on agenda items only): None.  Approval of Minutes: August 13, 2024 Minutes. Approval of the August minutes was postponed until the October 8, 2024 Council meeting on a motion by Tracey Knouse, second by M. Joel Collier, and  unanimously carried.  Staff Reports: Borough Manager, Dr. David Bolton, PhD, MBA, CBO, CDP  Updated Council on Borough services and operations in Public' Works, Code and Zoning Enforcement and Recreation. There will be al budget workshop held at the Borough Office on Monday, October7 7, 2024 at 6:30 pm. This workshop was approved to be advertised on a motion by Dhani Thomas, second by' Vickie Solicitor's Report - Walt Tilley, Esq: Inch & Company Developer's. Agreement Plan Changes and Post  Rice, and unanimously carried.  Construction Storm Water Management Agreement.  Engineering Reports: Nothing. secretary/treasurer being on vacation. Borough Correspondence - Sonya Grim: None.  Treasurer's Reports - Sonya Grim: Reports deferred until October 8, 2024 meeting due to  Mayor's Report: Seth Hightman read Mayor's Report for August 2024.  Police: Lt Anderson presented his report.
