Moment of Silence was dedicated to Scott Smith, husband of Debra Smith, who was a Councilor for North York Roll Call: Seth Hightman, Tracey Knouse, M.. Joel Collier, Vickie Rice, Jerry Duncan, Dhani Thomas, Mayor Nancy Brunk, Manager Dr. David Bolton, Solicitor' Walt Tilley and. Jason Sabol from Stock and Leader. Engineer. Jason Brenneman was excused. Vivian Amspacher was absent. Announcements: An Executive Session was held tonight from 6:00-6:30 pm in Council Chambers to Borough prior to her death. discuss personnel issues with the Borough Solicitor. Public Comment (on agenda items only): None. Approval of Minutes: Review minutes from meeting held. July 9, 2024. The minutes were approved ona Engineering Reports: Discussion was held on the 906 Properties request. The Planning Committee has already approved this request. A request was made to Authorize Waivers per Engineer Recommendation for 906 Properties. On a motion by Vickie Rice, second by Dhani Thomas, and unanimously carried, this request was unanimously approved. Staff Reports: Borough Manager, Dr. David Bolton, PhD, MBA, CBO, CDP Updated Council on Borough services and operations-cameras and emergency lighting at the park, 83 Project, Lebanon Cemetery and training courses for Public' Works and Recreation. The Borough received ar resignation letter from EMAI Dr. Kevin Olewiler. This resignation letter was accepted on a motion by Vickie Rice, second by Dhani Thomas, and unanimously carried. Also, a resolution was presented for the celebration of York County's 275th and United States 250th anniversaries. This resolution was passed ona motion by Dhani Thomas, second by' Vickie Rice, and unanimously carried. Solicitor's Report - Walt Tilley, Esq: No proposed actions. Treasurer's Reports - Sonya Grim: Move to accept reports through 731/2024-Motion was made by Tracey Knouse, second by Dhani Thomas, and unanimously carried. July: 2024. Page 1of3 Approved 10/8/2024 Police: Gun incident at park wasi investigated and an arrest made. Crime has been manageable int the Borough. National Nite Out was cancelled due to harsh weather. Vickie Rice asked ift there could be an alternate date slated for next year in case there is harsh weather again. Fire - Chief Sleeger: We had 11 calls this month bringing our year's total-to-date is 64. These 11 calls were medically related. Other related projects are continuing to move forward. Codes and Zoning - Tom Arnold: The Zoning report was placed in each Councilor's folder. The owner of the "old" Wolfgang building has stated that residents between 3rd and 4th Streets/Allbright Avenue can park in their lot from 5pm until 7 am during the week. It is okay to park there on weekends. Also, Council would like Tom Arnold to check with PennDot regarding the signs laying down ont the sidewalks on North George Street. Committees and Organizations: Building and Grounds- - Nothing. Budget & Finance - Nothing. and a Christmas Event. Parks & Recreation- - Movie Night the end of August, DEI Event on September: 17th, al Halloween Event, Diversity, Equity, Inclusion & Belonging - Presented an employee survey and Six Pillars of DEIB. Personnel- Nothing. Santation-Nothing. Streets & Sidewalks - Parking at the "old" Wolfgang building Old Business: Nothing. New Business: Nothing. Public Comment: Senior citizens can get cards from Central High School to attend events at the school. Also, Rhonda Cape asked ai few questions about the new public works building that is to be built at the Meade Street address.
