MINUTES Warren County Courthouse Commissioners' Conference Room Thursday, August 15, 2024 12:00 noon WARREN COUNTY BLIGHTED PROPERTY REVIEW COMMITTEE The regular meeting of the Warren County Blighted Property Review Committee was called to order by Chair Paul Pascuzzi at 12:04 p.m. ROLLCALL Members Present: Members Absent: Staff Present: Guests Present: APPROVAL OF MINUTES Rick Brewster, Commissioner Daniel Glotz, Paul Pascuzzi, John Phillips, Jeffrey Zariczny None Laurie Burdick, Phil Gilbert Observer), Constable Shawn Young Cindy Paulmier (Tidioute Borough Council), Josh. Cotton (Times Minutes of the May 16, 2024 meeting were approved unanimously with a motion by Jeffrey Zariczny and a second by Rick Brewster. Motion carried. UNFINISHED BUSINESS None. NEW BUSINESS 1. (#94) - 277 Main St., Tidioute, Tidioute Borough, Parcel #TD-276-171500 - owned The taxes on this property are delinquent for 2023. Paul Pascuzzi handed out photos and read aloud the narrative of the Analysis Report that explained the deficiencies with the house. The property was declared blighted by Resolution #5 of 2024 by Tidioute Borough on 4/9/24. According to the Analysis Report, the utilities have been disconnected and the property is a public nuisance, unoccupied, is dilapidated, unsafe, unsanitary, the structure is a fire hazard, otherwise dangerous to the safety of person or property, the property's utilities, plumbing, heating, sewerage and other facilities have been disconnected, etc. The property is vacant or unoccupied. Constable Young spoke and stated that he was allowed on the neighbor's property to take photos of 277 Main St. He further stated that the power has since been turned on in both properties in Tidioute, but there is no gas, and the water has been cut off at the curb for this particular property. Commissioner Dan Glotz made a motion, with a second by John Phillips, to invite the property owner to the next meeting. A vote (#95) - 5 Scott St., Tidioute, Tidioute Borough, Parcel #TD-274-329870 - owned by Paul Pascuzzi handed out photos of the property and read aloud the narrative of the Analysis Report that explained the deficiencies with the house. According to the Analysis Report, the property is a public nuisance, attractive nuisance to children, dilapidated, unsafe, unsanitary, vermin-infested, a fire hazard, otherwise dangerous to the safety of person or property, etc. The taxes on this property are delinquent for 2023. Commissioner Dan Glotz made a motion, with a second by Rick Brewster, to invite the property owner to the next meeting. A vote was taken and all were in by Nathaniel Weaver was taken and all were in favor; motion carried. 2. Nathaniel Weaver favor; motion carried. OTHER BUSINESS None. ADJOURNMENT Zariczny.
