MINUTES Warren County Courthouse Commissioners Conference Room Tuesday, September 17, 2024  WARREN COUNTY REDEVELOPMENT AUTHORITY  8:30 A.M.  The meeting of the Warren County Redevelopment Authority was called to order by Chair Phil Gilbert, at  8:32 a.m.  PLEDGE OF ALLEGIANCE ROLLCALL Members Present: Members Absent: Staff Present: Guests Present: APPROVAL OF MINUTES Joe Whipp. Motion carried. FINANCE REPORT  Charles Barone, Phil Gilbert, Joe Whipp Robert Hart, Jeff Labesky  Pamela Matve, Executive Director of the Warren County Landbank; Michael Lyon; Laurie Burdick, Commissioner Dan Glotz,  Jim Grosch  The August 20, 2024 Minutes were unanimously approved by motion of Charles Barone and second by  The only change from last month was a payment to Andrea Stapleford for legal services on 9/3/24 in the amount of $36.25. Balance is $13,175.06. Charles Barone made a motion, with a second by. Joe Whipp, to  approve the Finance Report. UNFINISHED BUSINESS  1.  (#64) - 1465 Route 62, Irvine, PA, Pleasant Township, Parcel #YV-932-9463 = Bradley Mason- (previously owned by Lawrence Nuhfer & Stephen Smith): - declared blighted by BPRCon2/18/21 This item was previously tabled until October 2024 and is scheduled for the Upset Sale in (#89) - 2016 Jackson Ave., Warren, PA, Glade Township, Parcel #WN-583-2574 - BSRE Holdings Pamela Matve stated that she talked to one oft the owners who is in charge of the permits, who is done with his part, and the permits have been issued. She also got a hold of the contractor fort the septic system, and they are hoping to be done by the first week of October. Jo Whipp made a motion, with as second by Charles Barone, to table thisi item until November.A A vote was taken and  September 2024.  2.  LLC- declared blighted by BPRC on 8-17-23  all were in favor; motion carried.    3.  (#91) - 59 Grant St., Tidioute, PA, Tidioute Borough, Parcel #TD-271-825300 - James Struck & Pamela Matve reported that she talked to the gentleman that holds the mortgage and who has an attorney in Titusville and they are waiting on receipt ofa check from Whitney Kong. The buyer has signed all oft the paperwork, but the deed has not yet been recorded. Michaell Lyon stated that he talked with Paul Miles, the buyer, and he is planning on rehabbing the house. Charles Barone made a motion, with a second by Joe Whipp, to tablet thisi item until next month. A vote wast taken  Whitney Kong declared blighted by BPRC on 11-16-23  and all were in favor; motion carried.  NEW BUSINESS 1.  (#93) - 887 Route 958, Pittsfield, Pa., Freehold Twp., Parcel #YV-432-368600 - Julia Skinner - Pamela Matve presented new photographs that shel had taken recently, and she said the structure isi in worse condition now than it had been originally. She said Mrs. Skinner came to her office recently but does not want to donate the house to the RDA. Since that time, Mrs. Skinneri is now in a home, but her daughter, who lives in Oklahoma, stopped to visit Ms. Matve and visited the house. She was not previously aware of the condition of the house. Her brother is noti interested in the house, but she is going to ask him if he can help her clean it up. She will be back to Pennsylvania on September 29th and is hoping her brother will help her clean the house up. Charles Barone made ar motion, with as second by.
