Thompsontown Council Meeting August 19, 2024 7F PM Ar regular meeting of the Thompsontown Borough Council was held in the Thompsontown Borough Office on July 17, 2024. The following were in attendance: Mayor Kenneth Hart, President Roger Stutts, Vice-President Andy Lenig, Secretary/Treasurer Sue Pontius, Councilmen/Counciwomen: Martin Wilson, Williard Roush, Nathan Claybaugh, Solicitor Seth Mosebey and Engineer Brian Book. Robert Speece and Connie Eaton were absent. Motion to approve the financial report was made by Andy Lenig and seconded by Willard Roush. Motion to approve the minutes was made by Andy Lenig with the correction of guest being spelled with a g instead ofa qand seconded by Nathan Claybaugh. Minutes for the Thompsontown Volunteer Fire Department and the Municipal Authority highlights were read to Council. Mayor Hart suggested Council support the Fire Department with "National Night Out" to be held on August 4, 2024 in the Haldeman Park. Council approved. Engineer Book informed Council he will provide engineering and surveying services to be sure the Borough will be in compliance with the Juniata County Legacy Grant Funds and Federal ARPA grant funds. The Haldeman Park improvements will be in compliance with the project budget outlined at the June 17th Council meeting at General work will include: improved walking trail surface, additional park benches, additional lighting, and signage. All items will be bid by a quantity unit to allow the Borough to choose how they can best utilize the available grant dollars. Brain handed out his monthly report to all in attendance. This report will be placed in the Borough Engineer Book asked for Council approval to advertise the bids for the walking trail in the weekly papers in the county. Motion to advertise was made by Andy Lenig and seconded by Willard Roush. Council also approved Book hiring sub-contract surveyors. Motion to hire the sub-contract surveyors was made by Andy Lenig and again seconded Since Solicitor Mosebey was out on vacation last week, Engineer Book reported he talked to Chad Smith his sub-contract surveyor about the church. Mr. Book reported there are two deeds they can't find with Juniata County. It was brought up, they may be recorded under different names. It was suggested they might be found in Mifflin County President Stutts reported the temporary heliport pad is now being put together. The Borough didn'thave' any other option, if we don't have a license, we can't apply for a grant. Secretary Pontius called state officials to clarify they will come and inspect our site, sO we can get approved for a license before the grant deadline July 31, 2024. Mr. Alexander Burns agreed he will get something worked out. President Stutts reported the circle was approved to be painted white with paint that has sparkles. Solicitor Mosebey reported he will let Abbi Testament know her permit was approved. Secretary Pontius had Brian Zimmerman come to the office to officially sign the permit. Secretary Pontius asked Council if when the CD comes due ifit can be changed to a An executive meeting was called to discuss policies, procedures and donations.
