DISTRIBUTED WO-L  Borough Council Meeting Minutes - September 25, 2024  Call to Order - Mrs. Dekar called the meeting to order at 5:30pm, and Mr. Hall offered Roll Call - The following members of the Borough Council were present; James Daly, Derrick Hall, Dan Wayman, and Jessie Dekar. Excused: Cori Belles, Gabriel Felt, and Jessica Meyer. Also present; Henry Farley, Mayor; Jonathan Foster, Jr., Solicitor; Blane Lathrop, DPW Forman; Robert Repasky, Fire Chief; Dan Reynolds, Police Chief; and David  the meeting prayer and led the Pledge of Allegiance.  Jarrett, Borough Manager.  Citizens to be Heard - There were none.  Approval of Minutes - A motion was made by Mr. Daly and seconded by Mr. Wayman to approve the minutes of the Borough Council meeting held on August 28, 2024 and the Borough Council Workshop meeting held on September 11, 2024. Under the question: There were none. Roll Call: Mr. Daly, Mr. Hall, Mr. Wayman, and Mrs. Approval of Bills List & Supplemental Bills List - A motion was made by Mr. Daly and seconded by Mr. Hall to approve the bills list and supplemental bills list. Under the question: There were none. Roll Call: Mr. Daly, Mr. Hall, Mr. Wayman, and Mrs.  Dekar; AYE.  Dekar; YES.  Elected & Appointed Officials - The following items were discussed;  Mayor Farley announced that the Liberty Tree was planted recently in Howard Mr. Wayman asked what regulations are in place regarding homeless situations. Chief Reynolds explained that Bradford County has a short-term housing program that provides one or two nights of lodging. Chief Reynolds also stated that the Borough has ordinances that prohibit sleeping in a public park or space Mrs. Dekar announced that the October Borough Council Workshop Meeting will be on Wednesday, October 9, 2024 and the Borough Council Regular Meeting  Elmer Park as part of the America250 project.  overnight.  will be on Wednesday, October 16, 2024.  Correspondence Summary - There were no questions or comments.  Vote to Accept / Reject /Table the proposal submitted by Passero Engineering & Architecture in the amount of $33,400.00 to complete the Borough's traffic study. Ar motion was made by Mr. Daly and seconded by Mr. Wayman to accept the proposal submitted by Passero Engineering & Architecture in the amount of $33,400.00 to complete the Borough's traffic study. Under the question: Mr. Jarrett stated that the proposal states that the study will be completed within 45 days after the traffic data is collected. Roll Call: Mr. Daly, Mr. Hall, Mr. Wayman, and Mrs. Dekar; YES.    Vote to approve the hiring of Jack Strozyk as a Per Diem Patrol Officer as recommended by the Police Chief. A motion was made by Mr. Daly and seconded by Mr. Hall to approve the hiring of Jack Strozyk as a Per Diem Patrol Officer as recommended by the Police Chief. Under the question: Mr. Jarrett stated that the 2024 Per Diem Patrol Officer hourly rate ranges between $18.00 and $24.00. Mr. Daly amended his motion and Mr. Hall amended his second to approve the hiring of Jack Strozyk at an hourly rate of $20.00/hour for the remainder of 2024. Roll Call: Mr. Daly, Adjourn - A motion was made by Mr. Daly and seconded by Mr. Wayman to adjourn  Mr. Hall, Mr. Wayman, and Mrs. Dekar; YES. the meeting at 5:38pm. There were no objections.
