The Pledge of Allegiance was recited. ROLL CALL OF OFFICERS: Present were President Joe Petrovich, Vice-President John Olear (via telephone), Councilman Joe Miriello, Mayor John Wargo, Secretary and Attorney Ed Greco. SECRETARY'S REPORT: Council tabled the secretary's minutes until the next meeting Secretary Linda Gregis was absent. KMHJMA MINUTES: Acknowledged TREASURER'S REPORT: Council tabled the treasurer's report until the next meeting ACCOUNTS PAYABLE: J. Petrovich made a motion to pay past and current bills. J. Miriello PUBLIC COMMENTS ON NON- AGENDA ISSUES: Kathy Kraynack, 131 West Clermont Street informed council that 4-wheelers are racing up and down the street and not stopping at stop signs. Children are playing. Attorney Greco said to have police increase patrols and an ordinance is needed top prevent 4 wheelers on streets. He also said to set up a meeting with Chief Hollenbush and ify you SOLICITOR'S REPORT: Attorney Greco went to the assessor's office regarding three properties in the borough. The have no deeds to the properties. He also has a signed deed for 343 Warsaw Street. Letters need to be sent to the Northumberland County Commissioners and Mount Carmel School District for forgiveness of 2024 taxes. A motion was made by Joe Petrovich to send a check to Ed Greco for fees related to acquiring 343 Warsaw Street. Joe Miriello second the motion. Motion carried. MAYOR'S REPORT: Mayor Wargo reported a motorist ran into the park fence and we have the information on the vehicle and the insurance company needs to be contacted. Mr. FIRE CHIEF REPORT: John Olear said that Marion Heights Fire Company's truck is back in service. CODE REPORT: Three invoices were sent to residents for grass cutting, one payment was applied to tax sale. One property was verified vacant for Aqual/ADandon vehicle. One courtesy letter was sent for outdoor burning. One rental inspection, three permits issued, 1 building permit, 2 dumpster more money. Olear second the motion. Motion carried. (3-0) permits. One notice of violation, three citation issued. CORRESPONDENCE: A letter from Aqua stating rates is being increased. OLD BUSINESS: John Olear informed council that H&K drilled several cores on Warsaw Street below the asphalt. H&K is not responsible for anything under the asphalt. The engineer should have done more work. Attorney Greco said H&K did their job and council needs another engineer to say there was a deviation of the standard of care. Council should call Brinkash and meet with him. This was the prior administration's project. A meeting was held on July 10, 2024 between council and H&K. H&K believes Aqua is responsible because no compaction tests were done. Aqua contends it John Olear said trees and the planters on the sidewalk. Karen said the sidewalk is not paved and There is a car on the sidewalk and they no one knows whose car it is. Attorney Greco said to call the NEW BUSINESS: Tonia Troup from SEDA-COG spoke to council regarding CDBG funding. Melrose Street drainage problems were applied for in 2022 and 2023. Approval has been given for both years for $110,000.00.
