BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL PRE/POST MEETING MINUTES WEDNESDAY, SEPTEMBER 18, 2024 A pre/post meeting of the Borough Council of the Borough of Franklin Park was held on' Wednesday, September 18, 2024 at 7:00 p.m. at the Municipal Building, 2344 West Ingomar Road, Pittsburgh, Pennsylvania 15237. REGULAR MEETING AGENDA REVIEW: Mr. Junker provided al brief review oft the agenda with the Acorn Park Project - Motions were added to the agenda to authorize the purchase of benches and a shelter for the outdoor classroom in Acorn Park and also for additional benches to be placed throughout the park. We are waiting for authorization from DCNR Public Hearing regarding Ordinance No. 687-2024. standards for multifamily buildings - The Planning Commission met last night and recommended approval with no additional comments. Mr. Schwartzmier expressed concern regarding the total number of floors permitted in the ordinance and Council discussed. Mr. Junker provided Council with the possible options following the public hearing this evening, including a motion to enact or a motion to table and refer to the Land Use Committee fort further consideration of the public before placing the orders. comments. We expect the entire project to be done by. July 2025. Our DCNR grant contract requires completion by December 31, 2024, sO we will be sending a Matterhorn MS4 Project update - The project should be completed this week. Ramblewood MS4 Project update - The bid opening willl be held next Wednesday. We will be seeking PENNVEST funding in the current cycle and will submit an application by the end Summer Fields sidewalk update - We are waiting for the builder to reach out to Mr. Phillips to schedule a meeting with Mr. Phillips, Mr. Wingrove and the builder to discuss the sidewalk letter to DCNR requesting a one-year extension. of October. installation for both properties. POLITICALACTIVITIES - Mr. Palled discussed that at few residents received an intimidating letter directly addressed to them from one individual regarding the political signs posted on their properties. This does not represent Franklin Park, and he encouraged civility. He advised everyone not to engage on the unofficial Franklin Park Facebook site. ChiefLeach indicated that no threatening or harassing statements were made in the letters. REPORTS FROM COUNCIL MEMBERS & MAYOR Mr. Schwartzmier suggested taking al look at our 2024 budget and assume that we had to do $750,000 of additional stormwater work. How would we fund it and what would it do to our receipt of money? Would we increase property tax? He is trying to get a real sense for the type of impact it would be to our current budget. We could then look at that to determine ifit is worth itt to move forward with the Home Rule Charter process. Mr. Palled stated that he Ms. Czekaj talked to ai few people this week about the Senior Lunch, and she knows of a few businesses who may be interested in sponsoring the lunches. We should post on the website and social media to find out the actual interest in the program before we move forward.
