Report by Tim Phillips, Building InspectorlZoning Officer He has been focusing on the preliminary budget over the last month along with day-to-day items. The Zoning Hearing Board will not meet this month since they did not receive any applications. Planning Commission will consider three conditional use applications: (1) One tabled from last month for solar panels; (2) One for a detached garage on McAleer Road; and (3). Al home occupation to grow and sell flowers on Nicholson Road. Report by Zach Brower, Recreation Director They are winding down on sports seasons. He will be moving into event season. Until this week, we were dealing with dryness due to the lack of rain. Report by, Jim Huff, Manager of Golf Course & Parks Facilities He received the 2025 Golf Outing contract from Shannopin, and they have raised the rates. In the past we have not made money on each golfer. Ifwe continue to charge $150 per golfer, we will lose $12 per golfer with the higher Shannopin rates. Hei is looking into other options and has contacted Diamond Run and Wildwood Country Club to compare. It was also suggested that he contact Cranberry Highlands. They will rebid the Golf Course clubhouse exterior renovations next year. The Golf Course will be closed next' Wednesday so they can aerify the greens. Fire Alarm bid - They have moved the bid date up to November 4th. Report by Shawn Wingrove. Borough Engineer Acorn Park - The project is moving along. They are about halfway through the storm sewer work and are making good progress on the rain garden. A progress meeting will be held with the Curb and Gutter Program = Mr. Bucuren noticed a couple of areas that needed repaired. Deerfield Phase 2A - They have been making progress and paving is complete. They have a little more storm sewer work to do in the areas outside the roadway. They should be requesting building permits soon. LSSE met with the developer regarding the complaints from residents that the pile of topsoil was causing water to flow into the plan down below. The developer has done a contractor tomorrow morning. Palombo is back to fixi those areas under the Maintenance Bond. loti internally and is working to rule out that iti is not al Deerfield issue. Police Chief results next month. time. 2 BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL WORK SESSION MINUTES WEDNESDAY, OCTOBER2, 2024 MANAGER'S REPORT DISCUSSION ITEMS: Ticket issued for Borough boom mower - Al Public' Works employee was mowing the grass with the boom mower along Rochester Road as part oft the Agility Agreement with PennDOT, and a state trooper issued a ticket in the amount of $237. .44 because the mower did not have al license plate. We believe if we plead not guilty, and Chief Leach appears on our behalf to explain that the issue has been addressed, they will waive the fine. The ticket was issued to the Borough and not the employee, so the employee will not receive any points against his driver's license. MFPAAmunicipal funding proposal - MFPAA has presented a new funding proposal for consideration, and Council noted thati iti is al big step. The three northern municipalities will be on a contract, and if they do not sign the contract by February 2025, they will no longer be served by MFPAA. McCandless and Franklin Park will continue to have a seven-member Board. Itis up to McCandless if they want to give up any oft their seats to the other municipalities, but we will maintain our seats. Council discussed that the Board makeup is very lopsided at two members from Franklin Park andi five from McCandless, and Council may want to revisit that matter in the future. Ifthey hire at fundraiser who is successful, our contribution could be reduced. MFPAA will formally ask us for funding at the October 12th budget meeting. Council discussed the proposal and asked that MFPAA provide the methodology of the funding contribution included in the proposal. Council recommended moving forward to make the second instaliment payment for Clean Air Fund grant application - The Allegheny County Health Department has a clean air fund grant, and they have $2 million to give away. They award grant funds for only two projects, and there were no applicants. Stormwater and flood control is something that qualifies because itis something that contributes to pollution. We submitted a $1 million request for our MS4 Program for the Montgomery Road Project, and we tied it to air quality because iti is removing pollutants Digital Sign advertising rates - Since we recently purchased a new digital sign, we think we should increase the advertising rates. Most municipalities only use their signs for municipal business. We will continue to research and will make ar recommendation in two weeks to be Allegheny County vacant property program participation - Allegheny County has a vacant property program that most municipalities participate in at no cost. It gives the county the ability to acquire properties and sell them to someone who will develop them. A gentleman has reached out to the Borough indicating that he really wants to develop the King. James property. He believes he can remodel and livei in the house. He would like to do itl before winter, buti it takes four months to get through the county process once they identify a property. He would be required to produce a clear plan of exactly what he wants to do along with the contractors and their estimates to do the work. REPORTS FROM COUNCIL MEMBERS: Mayor O'Keefe discussed the need for a crosswalk on Rochester Road from Old Orchard Park to the Franklin Towne Plan where a child was almost hit recently by a speeding electric car. PennDOT had previously granted approval for the crosswalk and signage, but the Borough must extend the current sidewalks to install the crosswalk at thei intersection. The Mayor and Mr. Ebner met with the residents on the Old Orchard Park side of the road regarding extending the sidewalk onto their property. The property owners are willing to have the sidewalk installed on their property, but they would like itt to be closer to the road. The Borough would install and maintain the sidewalk, and we would need an agreement with the property owners. We will need to meet with PennDOT at the site to discuss the details. 3 BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL WORK SESSION MINUTES WEDNESDAY, OCTOBER2, 2024 Mr. Malkin reported on the Land Use Committee meeting held this evening. The Committee met to review and discuss. Zoning Ordinance Sections 212-1903 (C)(3)(b) and 212-501 = maximum building height for townhouses and apartments and consider recommendation for amendments to Table 5-1: Residential Uses Area and Bulk Requirements Table. The Committee discussed the following amendments: 1. Adding a definition for" "Attic." there was a previous typo. 2. Amending the Table in R-41 to correct three stories to two stories. Mr. Phillips indicated that 3. Amending the Table in M-2 to amend apartment buildings from eight stories to four stories. Mr. Schwartzmier stated that he and Chuck Goulding has been emailing. Mr. Goulding spoke at a previous Land Use Committee meeting regarding the tree ordinance. Mr. Goulding is very knowledgeable and has some ideas for the tabled ordinance, and Mr. Schwartzmier would like to get more input from him. Mr. Palled noted that the EAC has an interest in the tabled tree Mr.Palled received an email regarding PennDOT grants that he briefly discussed. EXECUTIVE SESSION - An executive session was held to discuss potential property acquisition.
