She's going to be there around 11 a.m. and work until about 5, 5:30 p.m. There's a million kids up there, I don't know if anybody drove by this week, but we did pretty well this week at the stand. She's an executive chef, she has all of her licenses. She's fantastic. She's been involved in the community for years. She used to cook down at the little league and make her famous wing bites, which she's going to have, I 7 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 believe, next week. So, it's something that's been sorely missed at Schautz because we have a state of the art kitchen up there that nobody uses, and we've all been trying to get somebody to do it for years, sO finally we have Sara. So, she's going to be there every Sunday from 11 a.m. until about 5, 6:00 p.m. We're lucky to have her and can't wait to see. MS. BRIER: Yes, it's great. You know, we have a list, a paving list, paving is incredibly expensive, and we can use some of our liquid fuels funds but not all, sO we really have to look at this a little bit closer. We did not anticipate that it would come in this high, and this was the lowest bidder. We had how many bids, Greg, three? MR. WOLFF: A total of three. MS. BRIER: Three. Yeah. MR. WOLFF: This was roughly $80,000 less than the next highest. MS. BRIER: Than the next highest, yeah. So, it's a tough situation. But, anyway, I have a motion and a second. A1l those in favor? As anticipated and budgeted, we had a large monthly loss for the month of August, a net 11 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 loss of 1.7 million dollars, again, to the details shortly, which brings our year-to-date net income $575,000. On the income side, real estate remains slow in the summer as usual. Business license and permits, we received a $50,000 second quarter Comcast franchise fees and miscellaneous revenues of $13,000 from Express Scripts for our second quarter of '24 rebate. On the expense side, it was a three pay period month of August. The police did $25,000 installment for the body cams and $19,000 for the arbitrator's fee, and the big expense was the 1.3 million dollar debt principal, 1.2 million dollars towards the debt and $104,000 towards the interest. That's the one time annual fee that we pay for our bond issue, sO that's completed for the year, the biggest expense we had. MS. BRIER: Mark, we paid 27,400 to Braddock Excavating? MR. HALLINAN: Yeah. It's not like we're : MR. BURTON: In March we might have had a two million dollar surplus, sO it'1l :- MS. OVEN: Even out. MR. HALLINAN: We'11 straighten ourselves out. MR. KEARNEY: These past several weeks we've just seen a continuation of the party rentals in this room and a resumption of the basketball practices in the gym for the elementary school teams. Biddy basketball has scheduled their player evaluations and coaches 13 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 meetings beginning the first week of October, sO that's going to be starting up again soon. The Indo-American community has scheduled their annual fall events here the first and second weekends of October. They've been doing that for the past several years. They rent the whole place and they pay for it. So, that's kind of a big deal, and it's really busy here. And then the seniors are also having their purse bingo Sunday, October 6th, the day after this thing. So that's going to be a little hectic. So, because of all these events, I've scheduled the annual floor finishing in mid October, but last year we had to schedule it earlier and then they were coming in and kind of, didn't wreck it, but this way we'11 let them wreck the floor and then we can refinish it so : MS. BRIER: Is the purse bingo in here or over there? MR. KEARNEY: It's both. MS. BRIER: Both? Okay. MR. KEARNEY: Yeah. If you have a pothole or anything on your street, call the DPW, we'17 get them straightened out. Okay? ALL MEMBERS: Thanks, Didgy. MR. WOLFF: Chief Marchese is absent. Chief DeNaples. CHIEF DENAPLES: Good evening, Council. I'11 start out with the fire department report, move into the code enforcement. So we don't have any projected high expenditures this month for September. About the highest one at this point is $275 to replace a 50-foot section of fire hose that 15 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 needs to be replaced. As far as overtime, when this report was completed on the 6th, we had 240 hours of overtime scheduled for the month of September. So - that goes from the first right to the end of the month as of this time. Fifty-three part-time shifts were put out. As far as events that the fire department is going to participate in is the last junior bucks football game, EMS standby on September 29th, from 11:45 until about 4, approximately, we're down there. As far as the new part-time hires, the one part timer completed his orientation about a week or sO ago and has been placed on the schedule. He picked up quite a bit of time from when he got signed off to work. He went through the orientation fairly quick, he put a lot of time in, sO it wasn't sporadic. The other part-time firefighter who come back, he was a part timer at one time, he requested to come back, sO June 11th he started. He's only putting about one shift a month in, sO it's probably going to take 16 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 forever unless that picks up, as far as his availability for the overtime -- or the orientation time. So, I'm excited to get Sarah started. The training officer is back to work on the 15th, sO I'11 notify her tomorrow and we'1l start the orientation as soon as he comes back based on her avallability. So, that's pretty much it as far as that goes. As far as the calls from September 1st to today at the close of business, 5:00, we had 15 total responses. Eight emergency medical services and rescue-type calls, hazardous materials was two, good intent calls was two, false alarms and fire alarms was two, special-type incidents was one. That's where the 15 came. Ij just wanted to acknowledge Chris Rinaldi. He did a great job. He was up in the area of that bus accident and he pulled that bus driver off. And the police department, I believe Sergeant Igoe and some of his second shift staff were up there quick, and by the time the fire department got up there, they had already had the AED on him and they assisted 17 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 with some emergency care. But if that all didn't happen that quick, that man probably wouldn't have had the outcome he had, and the doctor from Pennsylvania Ambulance was on scene there and he even acknowledged then when he came back to the firehouse to get his : we brought his vehicle back, he went in the ambulance, and he acknowledged that. So, I just wanted to congratulate the folks. And I belive Chris's wife was on there and helped that, helped stopping the bus and that, sO great job on that. I just wanted to mention that. MS. BRIER: Thank you. CHIEF DENAPLES: As far as the code enforcement, there was 12 scheduled inspections from the first until today when Gene ran the numbers. A couple of them, a handful of them are reinspections. So that's pretty much all I have if there's no questions. Thank you. ALL MEMBERS: Thank you, Chief. MR. I'm here tonight representing Dunmore little league on a land issue with the Borough. MS. BRIER: Where do you live, Jim? JIM O'MALLEY: 802 Cooney Street. MS. BRIER: Thank you. JIM O'MALLEY: So, just to kind of give everyone a back story that I'm sure doesn't know, Dunmore little league was moved from the complex where the high school is now to - where it currently sits some 20-odd years ago. The little league, recently we paid off a loan that they had taken out originally to build the complex and come to find out once we paid it off that we're not really sure who owns the property. Right now it is still borough property. MS. BRIER: Right. So, you're pretty sure that 19 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 JIM O'MALLEY: Yeah. Yeah. MR. DEMPSEY: It is. JIM O'MALLEY: I'm sure the Borough is, - yes. MR. DEMPSEY: It is. MS. BRIER: Yeah. JIM O'MALLEY: We don't have anything in place as far as a lease agreement MS. BRIER: Okay. JIM O'MALLEY: : with the Borough, or if back when the decision to move there was made, was there the property to be switched over to Dunmore little league or anything like that. So I reached out to Greg Wolff about two months ago to kind of start researching some old borough council minutes to find out exactly what took place or if something was supposed to and never got done or whatnot, so we're kind of looking for Council's help on that. MS. BRIER: What are you looking for? MR. Well before all of our time. MR. DEMPSEY: It's a lifetime lease and it does exist. JIM O'MALLEY: Okay. MR. DEMPSEY: Of a dollar. JIM O'MALLEY: Okay. MR. DEMPSEY: So, there is a lease, it exists. Where the physical copy of it is, I'm sure it's at the Borough building, I just, C don't know. I'm sure : MR. WOLFF: So roughly 2002? JIM O'MALLEY: Yeah. MR. WOLFF: We've had discussions : JIM O'MALLEY: Yeah. MR. WOLFF: but I didn't just roughly 2002? MR. DEMPSEY: Yeah. I would say in and around there. But it was, you know, the Borough's going to own the land and then we would lease it to the little league for a dollar for life. I mean, if that's something that obviously that was put in place back then, it's just -- and I know Greg and I have talked -- like, recordkeeping with the Borough with the little league has been nonexistent for a long time and there's things we're trying to get straigntened, you know, turned over when we leave here. We have a new board of directors and everybody on there is new, and a lot of us have young kids, we're gonna be there for years. We've kind of bounced around. One of the things we're worried about is obviously if we know this is in place, not saying it would ever happen, you know, the Borough could come tomorrow and say, Hey, we want the property back and the little league wouldn't be there. MS. BRIER: Right. JIM O'MALLEY: So we're all just trying to protect ourselves and find out what the right thing to do is. MS. BRIER: No, it'd be good for all of us to know exactly what's going on. And I believe it's PennDOT's. MS. BRIER: Like, litter? MR. LOUGHNEY: The grass is just you can't even see the sides, the weeds are sO high. It just looks terrible. MS. BRIER: Whose is that? I mean, at some venues we had close to 450 people and the next day you didn't know anybody was there. And I said, Yeah, I smell it. But, you know, I didn't know what it was. I thought it was more down by the corners. So, he got out of his car and he smelled, you know, gas coming up out of one of the, it seemed like a pothole or something. So, the fire department came down, they did their gauges on it, you know, found it was natural gas. The gas company came out all that night. I C didn't sleep well because they were digging, but it was fantastic because it was a potential problem or it could have been something even worse. But kudos to Anthony Cali for doing what he did and protecting our neighborhood. So, - another thing by the police. Frank Street drug bust was in my neignbornood and I'd like to thank the Dunmore Police Department and everybody who participated in it. However, I'm gonna stay on it until it gets fixed. There's a problem back there, they're out-of-state landlords, Scaritelli (phonetic) owns an eight-unit apartment with zero parking. Parking all over the place, in and out, and the ordinances say and the zoning says, Greg and Mike and Max, if it's more than two units, you have to provide parking. Scaritelli has done nothing, and this is the fourth month I've asked. Rinaldi has - I'm sorry, Ferguson, done nothing. There's four units, one parking spot. There is a three unit down at 108 and a half Frank Street, three units, zero parking. Like, it's getting to the point to where it's that whole city is starting to become filled with just homeless people and drug addicts. So, we don't have enough space within that shelter. I've stayed in that shelter. We got men sleeping on top of each other, they're fighting all the time. They only got, like, five or six beds in there, you know what I'm saying?
