MINUTES BLAWNOX BOROUGH COUNCIL Regular Meeting September 11th, 2024 Call to Order President Laskey called the meeting to order at 6:30 p.m. in Council Chambers. A Zoom was set up for anyone that was not feeling well or not comfortable attending in person. Pledge of Allegiance Roll Call The roll was called to establish a quorum. Council Members Present: Christine Carnevali, Katie Coban, Matt Stanzak, Elaine Palmer, President Deborah Laskey and' Vice President Randall Stoddard. Council Members Not Present: Mark Lombardi Also Present: Junior Council Member Simon Passerrell-Cameval, Mayor Anthony Gross, Solicitor Sam Dalfonso, Engineer Gordon Taylor and Borough Manager Kathy Ulanowicz. Assistant Borough Manager Mallori McDowell via Zoom. Comments from the Public- = 1) Water Issues behind Walnut Street - The Borough believes the water is coming from a spring. The water lines, sewer lines and storm drains int the area have been inspected with a camera. There is some PVC that is a concern but that is not something the Borough uses to make repairs. That pipe goes into the Ech Property. The Borough is looking to put a storm drain in on' Walnut that homeowners could get permits to tie into. We are also looking to do a GROW Grant to help remediate the problem. Engineer Taylor shared that the GROW Grant helps to eliminate infiltration from the Sanitary Sewer System. This is a process and it will take some time. We would also then install the storm drain that people can tap into. The homeowners were interested in if there was any assistance from the county or state that could help them. Agenda Items Motion to approve Council Meeting Minutes of the. August 14th, 2024 meeting. Would like to replace or move our pavilion, add a tot lot, walking trail. The bathrooms will stay. Would like to make the park more accessible and more welcoming for everyone. Looking for a grant for planning. Finance 1) Budget workshop meeting = met a couple of weeks ago. Making very good progress on the 2025 Budget. The Borough expects to have al balanced budget for 2025. There is 2) Social Worker - O'Hara Township has a social worker that works with their police department and they are asking if we would like to split a second social worker with them that would work with the police patrolling Blawnox. We have found money to allocate for 2025. They are able to work as a stop gap between permanent care and then helps them with further resources. The Borough administration and the police both think this still a little more work to be done. will be useful. Chief Goodman is on board with the idea. Strategic Planning - Nothing at this time Public Works Nothing at this time Community Events 1) Nothing really going on at this time. Pompeao - They are waiting for the close of the other property they are purchasing then they will need conditional uses. Centennial Committee fundraiser September 10th at Nox's - Do not know results yet. Manager Ulanowicz did her part and ate there. The Committee will have a meeting and send out Carr 209 Summit Drive = Commonwealth Court asked fori the homeowner to show cause for ALCOSAN Multi Municipal Regionalization, DEP Permit submitted transfer complete - Have 310-312 4th Street - Solicitor Dalfonso will be talking with their attorney later this week. We 231 Freeport Road - Still working on citing the property. Manager Ulanowicz believes the Borough property Carla Drive near the cell tower - More involved than Manager Ulanowicz thought. Engineer Taylor found that we also have a storm water retention basin that we are supposed to be maintaining. There is nothing really there is has eroded down sO the water is pouring off the side of the road. Solicitor Taylor shared that we are already looking for an estimate to pave North Avenue sO they will reevaluate and look into adding that to the paving estimate.
