Dear Commissioners,  First let me begin by saying Windy Hilll Water does not oppose the RIA solar project southeast of Brush. That said, we would request that any approvals be conditioned on certain requests being WHW received written notice from RAland Morgan County as an impacted party andi fee mineral owner. Morgan County has asked if we have any comments to the SUP in writing prior to the We can only go by what's in the SUP application and both of WHW's recorded easements are in the Roadrunner layout are shown to be covered with panels (see attached). The layouts show two pipelines (purple lines) that either don't exist, or have the wrong orientation, sO we are guessing that thel layouts arei inaccurate. But we have tol base our comments onwhat is ofrecord. We've worked things out with RAlint the past amicably and I'm sure this is resolvable. Iwould ask again that Roadrunner ratify our existing access road easements, and that RAL provide written assurance that the easements will not be encroached upon by RAI facilities. We are in communication with RAI and expect this to be worked out amicably before RAI seeks final permit Windy Hill has no interest ini interfering with RAl's project, but we didn't create the process and  fulfilled that WHW has made of RAL.
