Fisher is concerned with the Business Hub and other Rental Properties not being profitable and time-consuming. Discuss ideas for the 2024-2025 budget Vicki Fisher state that we must come up with creative ideas to keep expenses within budget. Must get an Auditor quickly. Got one request back at $70,000.00 to start a one-year audit. Insurance is going up. Need ai new Tractor. Rosa suggested taking some oft the Audit money out ofs savings. Vicki stated that some ofthe saving'sa account must be sent to court accounts. Donnie P. Fisher says we must raise taxes to cover streets and other expenses. Donnie P. Fisher asked about why we are mowing easements. Officer Adams showed that the State law stated Easements are the homeowner's responsibility. 7. Discuss topics from Council Members a. Financial reports quarterly. Bank statements will be monthly. Troy Foreman suggested doing the Financial statement quarterly instead of each month. Donnie suggested to try doing just the summary every month instead of the whole financial statement. The Bank Statement will still be given every month. b. PowerPoint presentations for City Council meetings. Look into a laptop and tv to set up program to show the agenda in PowerPoint at the meetings. C. Staff reports Suggested that the reports not be read publicly, but the City Administrator will be available for questions on reports on the. Agenda. Questions on Agenda items be sent to the City Administrator before meeting. d. General topics/questions from Council members Rosa stated concerns about fuel cards and the Shell station gas costs. The City Administrator is going to check on other gas options. New Tractor: Get quotes and put them on the agenda, make sure we have a good warranty. Sheila wanted to discuss the Open Records request that was sent by lawyer to Council Members. It was a Walking Quorum concern. Question about responding or not responding to Public Forum. Not allow the public to speak out of turn during the meeting. Donnie P. Fisher wanted to know what protocol for closed meetings. Vicki Fisher stated that there are limited protocols. 1. CITY OF RICE PROTECTION SERVICED AGREEMENTFOR THE PROVISION OF FIREPIGHTING AND FIRE Pursuant toi thea authority granted by Texas Local Government Code, Chapter 342, the City of Rice, Texas, a political subdivision oft the State of Texas (hereinafter referred to as "City") and Rice Volunteer Fire Department (hereinafter referred to as "Agency"), (and jointly referred to as "Parties")i in consideration of thej premises and mutual promises contained herein, agree to the following: AUTOMATIC RESPONSE AREA 1. Automatic Response Area - Geographic Limits. This Agreement shall applyto all incidents requiring the need of a fire department including structure fires in residential, commercial, recreational, requests for reported hazardous materials incidents, smoke or odori investigations, motor vehicle crashes (with or without injuries) and any other incident ("Emergency Incidents") where the first response istol bej provided by al local fire department. This Agreement applies to all Emergency Incidents received by the Navarro County Communications Center Situations Where Aid is Provided - All calls for: fire services within the defined automatic aid agreement area shall result in an automatic, simultaneous response from Rice Volunteer Fire Department. To accomplish this, the Navarro County Communications Center shall simultaneously dispatch Fire Departments. This automatic aid Agreement shall be in effect 24 hours a day, seven days a Respond tol Natural Disasters - Upon notification, the Rice Volunteer Fire Department will respond to Natural Disasters. Akeyt to City Hall will be provided to assess materials needed, water, blankets, diapers, and what ever is needed for No Reimbursement for Costs - In exchange for response to the City of Rice, the City will provide use ofthel building at 205 E. The Agency shall establish a response plan regarding the deployment of personnel and equipment inj responding tol Emergency Incidents under this Agreement. In virtually all cases, responses willl be consistent with the established protocols. Any other required personnel and/or equipment will be determined by thei incident Commanderi in is or her sole discretion.
