He said theyl had an agreement that, one, there wouldn't be any well, and two, Gordon Rogers would not be on his property. When] he was onl his wayt to the doctor's he stopped and saw Gordon and asked him what he was doing. Mr. Rogers said he was digging a trench and that he was going toj put in a well. Mr. Cervasio called the police who called Ms. DiFranco andt the well stopped. When he gotl home, he went to speak tol Mr. Rogers and heard things like, "You know, ifthis driveway wasn't here, Iwould divert all the water onto your field." Mr. Rogers inserted, "Not true." Denise L. DiFranco asked. Julia Chretien ifthis conversation could continue ori ifwe were in violation. Ms. Chretien advised her not to continue in conversations about employees, but as this is Public Comment, the council cannot respond anyway. Mr. Cervasio asked if his property could be used by the town to divert water from the road. He saidi in the Spring, iftherei is aj pond in his field, he willl have the water tested. Iftherei is salt and road pollutants, then he wills soil test. He said he wanted them tol know how aggravating iti is to deal with a person whoj just [purports] tol know everything. He has had two Class One surveys. Have they? Do theyl know where the road is? Gordon says he knows where the roadi is. He says it'sat three-rodi road. Mr. Cervasio defied them to find anything in the' Town ofl Foster that says wel have three-rod roads. Mr. Cervasio said that hel knows that a fence can be within five feet ofai road. Eachy year their burden will increase at the same rate ast the levy. We got away from the assessed value because that fluctuates. She said she analyzed this and said this is the wayt to go. David Paolino asked what this means tot the average resident. Ms. Russ said it would go up about $15,000t to $20,000 per year. They currently pay about $400,000. Denise L.
