Call to Order 2. Invocation Bill Bayless Eddie Martin Abbie Covington Maurice Stuart Oscar Sellers TCI Morphis Matthew Christian Cindy Terry Mayor Bayless called the meeting to order at 6:01 pm. Pastor Dan Blair offered the Invocation. 3. Adoption of Agenda Council Member Sellers motioned, seconded by Council Member Covington, to adopt the Agenda. The motion passed 4-0. 4. Adoption of Consent Agenda Council Member Covington motioned, seconded by Council Member Sellers, to adopt the Consent Agenda. The motion passed 4-0. 5. Comments from Attendees There were no comments. New Business 6. Proclamation - Veteran's Day 2023 Mayor Bayless read the Proclamation for Veteran's Day 2023. Other Business 7. City Manager's Report City Manager Christian advised that the Cityi is wide open with events this month: such as the food trucks on October 13th and 27th, the Boxcar concert series with Eric Hawks October 27, the Seaboard Festival October 28 and the Halloween Boo Bash October 31. The Manager then introduced Mechelle Preslar whoi in turn introduced Amanda Kempen, our new Senior Center 1 10-10-ZUZ3 MMinutes Director. Amanda advised Council that she had begun as the new director in mid-September and that she is verygrateful to be with the City. She stated that she wants to head in a positive and forward manner in order to grow the resources oft the Center and attract new members. and grow the membership. She hopes to provide a loving, encouragngenvironment. 12. Comments of Council Council Member Sellers advised that the Masonic Lodge is their annual breakfast beginning at 6:00a.m. the day oft the Seaboard Festival. He also mentioned that Council may want to entertain the idea ofa a public water fountain near the Library for the walkers. Council Member Stuart thanked Amanda for her hard work in transitioning into the new! Senior Center Director. He also advised that he is organizing a group to start walking downtown every Thursday at 6:00 p.m. Council Member Covington reiterated that fact that many things are happening in Hamlet int the month of October. She suggested that all citizens take advantage of these festivities. She then welcomed. Amanda. Mrs. Covington also advised that she had spoken with the City Manager and thei importance of Mary Love Cemetery andi its history. 13. Mayor's Comments Mayor Bayless stated that iti is good to have Amanda with the City. He then advised citizens that ift they know something that needs to be done, to pick up the phone and give him a call. Alternatively, ifa any citizen knows of something that is going on that shouldn't be, to call Crime Stoppers, The Mayor reminded everyone that the calls to Crime Stoppers can be anonymous. He also thanked our Veteran's who took time away from their families while ini the service protecting this country. 16.
