City of Reidsville Regular City Council Meeting Monday August 16, 2021 FILE Draft Copy-NOT APPROVED until SEPTEMBER 13, 2021 The regularly scheduled meeting oft the Reidsville City Council was held on Monday August 16, 2021, at 5:00pm. Members of Council present: Mayor, Curtis Colwell Councilwoman, Carolyn Crume-Blackshear Councilman, Bruce Conner (absent) Councilwoman, Lindsay Bennett Councilman, Doug Williams Councilwoman, Verdie Williams Reidsville City Attorney DuAnn Davis and Nivea. Jackson, City Clerk were also present. The audience was welcomed by Curtis Colwell, Mayor. Next, attendees were led by the Mayor in a word of prayer, followed by the Pledge of Allegiance, done in unison by the Council and Mr. Colwell announced he would entertain ai motion to adopt the minutes from the last meeting audience. ifr no corrections were needed. Motion by: Lindsay Bennett 2nd by: Vote: Verdie Williams Motion carried unanimously The Department Supervisors were next on the agenda. Jimmy Brown, Fire Chief, made the report for the Fire Department. Notable mentions are that the Dept's brush truck had ai mechanical breakdown. The brush truck had to be towed to the repair shop. The truck was currently under diagnostics. The estimate is] pending but could be possibly over ten thousand dollars. Stacey Wilds, Police Chief, made the report for the Police Dept. No discrepancies noted. Councilman Bruce Conner gave the report for the Water/Sewerand: Street/Lanes Department in the absence ofRodney Deloach. Councilwoman Carolyn Blackshear gave the report for Administration. Notable mention ist that the City would readvertise the jobl listing previously advertised as a administrative assistant. The next item on the agenda was reports from other City CommissionsAutiontie: The City of Reidsville's Downtown Development Authority announced that they will be meeting on Thursday- August 19, 2021. The DDA meets regularly and monthly. They are proposing to sale unused land deeded to them and the City to raise money to assist the Authority. The DDA meets at the Tattnall County Courthouse and is currently recruiting members, ifnyone isiinterested. The Atkins Surrency Playground Commission Chairman, Mr. Earnest Armstrong, and Mrs. Karen Deloach, Treasurer made the monthly report for the Playground Commission. The Commission is happy to report a successful first fundraising event. The fundraiser was an effort to raise monies to build up their treasure and for the upkeep of the Playground. The event was a "Screen on the Green" for families to attend, and to watch Space Jam 2 as a leisure event before the kids returned to school. The SPC gave a special thanks to Councilwoman Lindsay Bennett, for supporting their event. The SPC plans on having several more fundraising events to help develop the playground as an asset in the community. They also have plans of including sporting events Next item on the agenda was old business. Derelict Properties is the only item on the agenda. The Burns' property specifically, the old hardware store and the Dixie Motel were awaiting citation. The City Attorney updated the Council that the legal process would be adhered to. The legal process to condemn would involve the Health Inspector, City Inspector, the Police and Fire Chiefs. All ofthei involved entities would schedule ai meeting and discuss the property and the best process. The City's goal is to make the property safe for all citizens and for it not to be such an eyesore in the community. The property on Church Street has been a concern for the last two months as well. The rear oft the property is being used as a gym. The front oft the property near the road is caving in due to age and causing a road hazard. The attorney reported that the owner is securing aj personal loan to complete the deconstruction ofthe property sO that the traffic flow can Last topic on the agenda was the sale of City property. Real estate must be discussed in Executive Session. The Mayor asked if there was any further business to be discussed, and with and other fundraisers. be restored. none being said, he called for a motion to enter into Executive session.
