City of Reidsville City Council Meeting Monday. July 11th, 2022 Draft Copy-NOT APPROVED until August 8, 2022 The regularly scheduled meeting oft the Reidsville City Council was held on Monday August 8, 2022 at 5:00pm. Members of Council present: Mayor, Curtis Colwell (absent) Councilwoman, Carolyn Crume-Blackshear Councilman, Donald Prestage Councilwoman, Lindsay Bennett Councilman, Doug Williams (absent) Councilwoman, Verdie Williams City Attorney DuAnn Davis and Nivea Jackson, City Clerk were also present. The audience was welcomed by Councilwoman Blackshear, Mayor Pro Tem. Next, attendees were led in a word of prayer, followed by the Pledge of Allegiance, done in unison by the Mrs. Blackshear announced that the City computers went down and would give the Council a few extra minutes to read over the minutes and would come back. Mrs. Blackshear moved on to Department Supervisors for the reports. Michael. Jarrell gave the report for the Police Dept. Councilwoman thanked the Department for keeping the City safe. Next, Rodney Deloach gave the reports for both Water and Sewer and Street and Lane Departments. Deloach mentioned that Lew Graham is interested in developing a subdivision that would include 10 houses. Deloach is ascertaining bids for the cost of running The City sewer and water line down to where the new homes would be located. Deloach said he would bring quotes back soon. Mrs. Verdie Williams also added that Browder Circle would be finished very soon and she was glad to see it finally complete. She also added that there were large pipes along Chandler Ave. This was a TIA project that was rerouted. The City would be installing drainage pipes on the South side of the street, opposite of the Johnson property. The project is projected to take 18 months. She also stated that the complaints from homeowners on Chandler St may or may not be addressed ini the project but Mr. David Wilson is informed that the ditch will also be his responsibility to maintain. Next, was administration. City Clerk, Jackson reported that Administration hired a Council and audience. part time student ini the office. Areli, is Spanish speaking and is already proving to be an asset to the language barrier with Spanish speaking customers. The City has had eight FOIA filed and completed ini the month. This was confirmed by Davis, City Attorney. The City had to make an emergency purchase of a water sewer computer to ensure we could get the water bills out on time this month. LOST negotiations are continuing with the County. These negotiations determines what the City will receive for Fire Dept and Recreation Dept LOST funds. Commission reports were next. Karen Deloach read Surrency-Atkins financial report. The Chairman oft the playground spoke next about the turn key bid that have received for $63k and is asking for a vote. City Clerk, Jackson interjected and asked fori the Mayor to please hold off going with the current turn key bid until he can return and speak with the Chairman. Councilwoman V. Williams has confirmed they have been trying to solicit for bids for the build. Armstrong states that he has spoken with the County who is more than willing to help start the walking trail. The County Engineer suggest doing it int the fall oft the year. Next was the Downtown Development Authority. The Downtown Development is requesting to have revisions to the Resolution to finalize them as the new Downtown Development. V. Nails is stating that she has been checking into the Bass property and is saying that the property has an address. The Peebles/Bass residents have received a letter to file with the City'szoning! board. She does not live local and would send iti in as soon as she came back to town. Davis is explaining the process once the application is received for the zoning board. Donald Prestage is asking about Lew Graham's property that is being constructed on Highway 280. He isi inquiring ifiti is coming under the same provisions as the Bass property. Lew Graham is in receipt of the required documents that he needs forzoning as well. Davis is advising everyone that a variance Next was City budgets. All Council was given a copy of the City budgets for voting. There will be revisions that will need to be made going forward but this is a good outline of what we have. R. Deloach added that the limb pickup will need to be suspended as well. The City Limbi truck is stuck in limp mode making it hard to pick up local limbs. There are many limbs that was left by the Georgia Power company that is not the City's responsibility. They have been contacted. Verdie Williams made a motion to suspend limb pickup until the truck can be repaired andi then is not what is needed. She needs a preliminary plat and the procedures. start back pick up services when the truck is operational. Motion: Verdie Williams 2nd. Lindsay Bennett Motion: Carries Blackshear is encouraging to finish the budget to work off of now we are int the new year. Motion: Lindsay Bennett 2nd. Verdie Williams Motion: carried Blackshear is asking that the public be notified as well as Donald Prestage. The inmate detail was inquired by Prestage. The detail has been out with COVID. It was asked what the citizens do and the suggestion made is to burn limbs by citizen. Citizens retain the right to burn their limbs. Next the discussion of billing the School. The School has not come online in the billing system. Prestage is asking this be looked into. With nothing further the meeting is adjourned at 6:01
