APPROVALOF AGENDA Council Member Shiver made a motion to approve the agenda, seconded by Mayor Pro Tem Brown. The vote was unanimous. CITIZEN'S COMMENTS There were no citizen comments. APPROVALOF MINUTES Mayor Pro' Tem Brown made a motion to approve the Council Meeting Minutes for. July 18, 2024 and Work Session minutes for August 8, 2024 as distributed, seconded by Council Member Shiver. The vote was unanimous. Pagel1 DEPARTMENT REPORTS A review of all department reports. City Manager Drake highlighted the Pelham Police Department for receivinga$20,000, grant from Mitchell EMC. The grant funds will be used to purchase equipment. RFP-AUDIT ANDI FINANCIALSERVICES City Manager Drake presented the proposals received for auditing and financial services. He recommended the Council award the contract to CKH CPAs and Advisors, LLC. Council Member Shiver made a motion to award the contract to CKH CPAS and Advisors, LLC, seconded by Mayor Pro Tem Brown. The vote was unanimous. RETIREMENT AMENDMENT City Manager Drake presented an ordinance to the Council to amend the retirement plan for City of Pelham employees to maintain the City'stax-exempt: status for the retirement trust fund. Council Member Shiver made a motion to adopt the retirement amendment ordinance, dispensing of the second reading, seconded by Council Member' Troutman. The vote was unanimous. ALCOHOLLICENSENSETHETAVERNATISZPRIMITIVE AVE Jessica Daughtry is requesting a beer consumption only license for her business, The Tavern, located at Council Member Shiver made a motion to approve the alcohol liçense for beer consumption only, seconded by Mayor Pro' Tem Brown. Mayor Eubanks, Mayor Pro' Tem Brown, and Council Members Robinson and Shiver voted in favor oft the alcohol license. Council Member Troutman 132 Primitive Ave. Police ChiefMcCormick recommends approval. voted against the alcohol license. FALSEA ALARM ORDINANCE City Manager Drake presented an ordinance for false alarms in the City of Pelham. The purpose ofthis ordinance is to regulate false alarms, focusing on resource: allocation, public safety, and cost management. Mayor Pro Tem Brown made a motion to adopt the false alarm ordinance, dispensing of the second reading, seconded by Council Member Shiver. The vote was unanimous. Pagel 12 SURPLUS VEHICLES Thel Pelham Police Department requested to surplus two vehicles: a 2010 Dodge Charger ada a 2009 Council Member Shiver made a motion to approve surplusing the vehicles, seconded by Mayor Pro Crown Vic. tem Brown. The vote was unanimous. PURCHASE OF POLICE VEHICLE FROM SPLOST City Manager Drake requested approval to utilize Special Purpose Local Option Tax (SPLOST) funds to purchase a 2024 Dodge Ram truck with a vehicle package for the police department. The truck is priced Council Member Shiver made a motion to approve the purchase ofa2 2024 Dodge Ram truck for the police department using SPLOST funds. The motion was not seconded and failed. at $52,2 225. ARPAT TRANSIERIOGINERAL FUNDS City Manager Drake requested approval tot transfer $150, 000 from the ARPA funds to the General fund Mayor Pro' Tem Brown made a motion to approve the transfer of$150,000 from the ARPA fund to the to cover general operating expenses. General fund, seconded by Council Member Shiver. The vote was unanimous. ADJOURN Council Member Robinson made: a motion to adjourn, seconded by Mayor Pro Tem Brown.
