MENTAL HEALTH CO-RESPONDERS PROCLAMATION, AWARD City Manager Drake presented a proclamation honoring National Mental Health Co-responders Week held September 15-23, 2024. The proclamation recognizes the importance oft the week and expresses the City'sappreciation for our local mental health co-responders. This will be: an ACTION ITEM. ROAD CLOSURES Pelham City Charter School System is requesting a road closure for their homecoming parade tol bel held September 19, 2024. They are requesting the normal parade route be blocked off from 5:30p.m.-6:45 p.m. Thel Pelham Chamber of Commerce ist requesting ar road closure for their annual Wildlife Festival that will bel held October 5, 2024. They are requesting Mathewson Ave frot the intersection of WI Railroad St Chuy's Grill & Bar is requesting a road closure for their Trunk or Treat event that will bel held October 26, 2024. The event will take place from 6:00p.m-9:00p.m. They are requesting Mathewson Ave be Due to the timing oft the request, a motion and vote. was taken for the Homecoming Parade Road closure. Pagel 12 REZONING APPLICATION-203 W RAILROADSTS City Manager Drake presented Letters of Recommendation from the Southwest Georgia Regional Commission and the City of Pelham Planning & Zoning Board, recommending approval oft the rezoning application submitted by the owner of On the Go IGA (also known as The Market IGA)at 203) W Railroad St. S. The purpose oft the rezoning is to convert the existing grocery store toad quick-service food store by adding gas pumps. City Manager Drake is recommending the Council approve the rezoning application. This will be an ACTION ITEM. SET2024 MILEAGE City Manager Drake presented a resolution and ordinance to the Council. The purpose oft the resolution and ordinance is to set the 2024 Mileage rate. The proposed mileage rate is 25.645 mills. City Manager Drake is recommending the Council adopt the resolution and ordinance. This will be an ACTION ITEM. TAX COLLECTION CONTRACT City Manager Drake presented the proposed 2024 Tax Collection Contract to allow Mitchell County to City Manager Drake is recommending the Council approve the 20241 Tax Collection Contract between the bill and collect ad valorem tax on behalfofthe City. City and Mitchell County. This will be an ACTION ITEM. ETHICS BOARD City Manager Drake presented the requirements for the ethics board that was established by the Council in 2016. The ethics board will consist of three people. The mayor can nominate two people, one requiring Council voting and approval, and the Council can nominate the third member. This willl be an ACTION ITEM. Page 13 PURCHASE OF POLICE VEHICLE FROM SPLOST City Manager Drake is requesting approval to utilize Special Purpose Local Option" Tax (SPLOST) funds to purchase a 20241 Dodge Ram truck, complete with a vehicle package, for the police department. This is part ofthe City's efforts to ensure the City'si fleet of vehicles is fully equipped and operational. The purchase aligns with the City Manager Drake is recommending the Council approve the purchase of the 2024 Dodge Ram using SPLOST City's planned budget. The truck is priced at $52,225. funds.
