With there being Mayor and Council met on Monday, September gth, 2024, at 6:00 p.m. at the City Hall Council Chamber, located at 302 East Central Avenue,with MayorlasonL.Holt; presiding and with Council members Brown, Clemons, D.lefenon.sleeron..llehmson.k.ohnson, Peavey, Roberts, and The invocation was led by Mayor Pro Tem Kevin Johnson and Pledge of Allegiance led by Mayor Minutes of previous meeting, August 12, 2024, Regular Council meetingwerep presented. Mayor Holt entertainedar motion for approval. Council member Barry Peavey made amotion to approve minutes, seconded by Council member Tommy Roberts. With there being no additions or corrections, Mayor Holt called for a Roll Call Vote: 9y Yes, ONo. All inj favor, motion approved. Mayor Holt welcomed all guests present and invited Mr. Calvin Bryan to the front podium to address the Mayor and Council as requested. Mr. Bryan wanted to let the Mayor and Council know that he appreciated the job the city has completed in patching the potholes on Clare Road and other streets in the area. Mr. Bryan also stated that he wanted everyone to know that the city! had a wonderfuli team and had praises forthel Public' Works Director, David Walker, and Code Under communication, Mayor Holt noted that al letter from Ms. Vickie Green Jackson had been placed in all the council packets. Ms. Jackson was unable to be at the meeting but wanted to no one present to address or speak; the Public Hearing was closed. Webb being present. Jason L. Holt. Under reports of city officers, Mayor Holt called attention to the Administrative Report, sharing some highlights from each department. Reports of standing committees were given by their respective chairpersons. City Attorney Kyle Cook presented Ordinance # 24-1622, an ordinance to amend Chapter 24 "Vegetation" oft the Code of Ordinances. Motion was made by Council member Tommy Roberts to dispense with the fullreading, seconded by Council member Earl Brown. Roll Call Vote: 9Yes, Motion was madel by Council member. Jimmy. Mayor Holt explained the ordinance to those present. With there being no further City Attorney Kyle Cook presented Ordinance # 24-1623, an ordinance levying a tax to meet the ordinary current and extraordinary expenses of the City of Fitzgerald, Georgia for the year 2024. Council member Tommy Roberts made a motion to dispense with the full reading, seconded by Council member Albert Webb. Council member Sheila. Jefferson questioned what this meant. Mayor Holt explained that this was the setting of our 2024 millage rate and shared the history of the city's millage rates. City Attorney Kyle Cook presented Ordinance # 24-1624, an ordinance to amend Chapter 4 "Alcoholic Beverages", specifically Article IV "Liquor by the Drink". Motion was made by Council member Barry Peavey to approve Ordinance # 24-1624, seconded by Council member Albert Webb. Council member Sheila Jefferson questioned what this was about. Mayor Holt explained that this was allowing sale for off-premises consumption in approved containers. There was discussion about this being allowed during COVID, but the state has set restrictions and guidelines for how it can be served and where it should be ini the vehicle. City Attorney Kyle Cook presented a caption on an ordinance to amend Chapter 17, "Motor Vehicles and Traffic" and an ordinance to amend the zoning district map with respect to two Under new business, motion was made by Council member Albert Webb to re-appoint Mary Helen Brown to the Housing Authority Board, seconded by Council member Tommy Roberts. Council member Sheila Jefferson questioned financial support for youth events from the city. Mayor Holt stated he would be happy to discuss and partner with anyone if possible. Roll Call Vote: 9Yes, ONo. Motion approved. Council member Kevin Johnson stated he had received some concerns about the Special Event Permit policy and one stated that they had been denied. Johnson also stated there was some confusion on what was considered a special event. Mayor Holt advised that the special event policy was passed by the council a couple of months ago and included all the details and requirements that the council wanted. City Administrator Young stated that no application had been denied and that the information had been in the newspaper and social media which also included the description of a special event. Young also noted that anyone with questions about their event could contact the city and speak with her. With there being no furtherb business, this meeting was adjourned. GER
