Administrative Complex- - Phase I 922 Court Street, Conyers, GA 30012 MEG Proposal #091224-1 Dear Mr. Wright: Pursuant to your request, we are pleased to submit our proposal for the provisions of construction materials testing and special inspections services for the Rockdale County Judicial and Administrative Complex - Phase 1 project. Based on the drawings and 20-month construction schedule that were provided, Matrix Engineering Group, Inc. (MATRIX) will perform the construction materials testing and special inspection services for an estimated fee Ninety-Seven Thousand, Two Hundred and Eighty) Dollars ($97,280), as outlined below in' Table1. Matrix inspectors utilize a proprietary, cloud-based reporting, scheduling, and document management system (Matri/Sequence, that connects the construction team to the project's Schedule of Special Inspections (SSI). This robust tool uniquely synchronizes the entire construction team on our findings including a dynamic open item record that gives a barometer of the status of the various inspections. Our staff also leverages Filio, a cutting edge, geospatial photo management software that captures and geo-tags photographs which document the inspected activities. Through machine learning and artificial intelligence, thej photographs are searchable by date and type of activity or observation. We appreciate the opportunity to submit this proposal and look forward toj providing the testing services on this important and exciting project. This proposal was prepared based on the drawings that were obtained from Jericho Design Group. Based on a review of the construction plans, we understand that Phase 1 project will consist of new storm, water, and sewer lines as well as new: retaining walls and driveway improvementshnew parking areas. We understand that McCarthy Barnsley will be constructing both buildings simultaneously and we understand that there will be overlap of the various inspections on both projects. Structural Steel inspections and Masonry inspections were not included in this estimate, per your request. Thef following testing durations were estimated based on our experience with similar projects. Site & Building Grading & Utility Installation: 8 weeks Aggregate Pier Documentation: estimate 8 days Modular Wall Testing: estimate 2 weeks Concrete Sampling/Testing: estimate 80j pours NPDES Inspections: 20 months SCOPE OFSERVICES Foundations & Rebar, Subgrade, GAB Testing & other Special Inspections: estimate 70 visits Our scope of services was developed to meet the testing requirements, as defined by the project specifications and IBC2018 Chapter 17 guidelines. The following sections detail our scope ofs services. The most cost-effective services will be achieved through our strategic allocation of experienced manpower, our quality approach to providing the required services, and our competitive rates. Although itis our clear intention to perform the requisite testing, as directed by the Schedule of Special Inspections (SSI), our services are highly dependent on when the contractor schedules the respective inspections. It is assumed that the contractor and their representatives are intimately and sufficiently abreast of the items to be tested and basis of inspection (whether continuous versus periodic) as articulated in the SSI. This is critical in ensuring that Matrix is scheduled properly (i.e., 24 hours notices) in order to meet its SSI obligations as the project's special inspector. If approved, Matrix requests that the contractoriconstnuction manager be given a copy of our technical scope of services in order to integrate our inspection into their construction process. Matrix Engineering Group, Inc. proposes to provide the services listed below: MATRIX ENGINEERING GROUP, INC. TUCKER, GEORGIA Proposal for Construction Materials Testing &. Special. Ambient air and mix temperatures will be recorded in accordance with ASTMC1064. Compressive strength testing will be performed at our in-house, certified laboratory facility in accordance with ASTM C39. Results willl be reported in writing to the construction team members. compliance with the design drawings. COMPENSATION The following table provides a breakdown of the costs associated with the requested inspection and testing services. In developing the following budget, we have taken into consideration the overlapping nature of the construction activities. Therefore, iti is impractical to separate the costs of testing services for each individual task.
