MINUTES OF EMERGENCY MEETING OF THE CITY COUNCIL SANFORD, NORTH CAROLINA The City Council met for an Emergency Council meeting at the Sanford Municipal Center, 225 E. Weatherspoon Street, on Tuesday, October 1, 2024, immediately following the Special-Called meeting which began at 1:00 p.m., in Council Chambers. The following people were present: Mayor Rebecca Wyhof Salmon Council Member Byron Buckels Council Member Walter Ferguson Council Member James Williams City Manager Hal Hegwer City Clerk Bonnie Davis CALLTOORDER Mayor Pro Tem Mark Akinosho Council Member Jean Dabbs Council Member Linda Rhodes Council Member Charles Taylor City Attorney Susan Patterson Deputy City Clerk Vicki Cannady Mayor Salmon called the meeting to order at 2:25 p.m. City Manager Hal Hegwer explained that staff wants to update our North Carolina Statewide Mutual Aid Agreement (Exhibit. A). This agreement is a framework that sets parameters for providing and receiving aid across the state, should we have a disaster. It addresses liability, insurance, reimbursement issues and other legal issues; each will be unique and individual. Mr. Hegwer noted that the City first developed ai mutual aid agreement after Hurricane Fran in 1996. He added that once the proposed Mutual Aid Agreement has been approved, we will seek opportunities through the State to provide assistance to those impacted in the western portion of the state during the recent hurricane. If Mayor Salmon noted that the State is seeking to coordinate response in order not to impede progress. Assistant City Manager Vic Czar noted that Emergency Management will be involved in there are opportunities to assist, details will be presented to Council for approval. assisting the victims of the recent hurricane. Mayor Salmon confirmed that Attorney Susan Patterson reviewed this document for accuracy. Council Member Taylor made a motion to approve the Statewide Mutual Aid Agreement. Seconded by Mayor Pro Tem Akinosho, the motion carried unanimously. ADJOURNMENT Council Member Rhodes made a motion to adjourn the emergency meeting.
