Nixon,  Et. 1906  Nixon City Council Minutes for 9.11.2023 Regular Meeting  The Nixon City Council met in Regular Session on the 11th day of September 2023 at 5:30 pm in the Members present were: Mayor Dorothy Riojas, Justin La Fleur, Maggie Gaytan, Ellie Dominguez, Patsy Scherrer, Melissa Pompa, Eddie Escobar, Harold Rice, Tanya Torres, Jeremy Bustos, Chief Miguel Cantu, Donald Hoffman, Briana Dominguez, Delia Aguirre, Nina Hernandez, Michael Martinez, Mark Mendez, Aq quorum was declared present, and Madame Mayor Dorothy Riojas called the meeting to order at 5:34  Council Chambers at City Hall 302 E. Central Ave Nixon, TX 78140.  Patricia Dingler and Sheriff Keith Schmidt.  pm.  Roll call was conducted. All members present. and the State of Texas was recited.  Ap prayer was given by Mayor Dorothy Riojas. And the Pledge of Allegiance toi the United States of America Citizens to be Heard. Donald Hoffman spoke during this time. He gave a report on the progress of the Motion was made by Maggie Gaytan and seconded by Justin La Fleur to approve the minutes of the August 21st, 2023 Special Meeting/Budget Workshop and the August 28th, 2023 Special Meeting. Motion carried Motion was made by. Justin La Fleur and seconded by Maggie Gaytan to approve the paid bills. Motion Motion was made by Ellie Dominguez and seconded by Justin La Fleur to move agenda item #8 (Presentation form Tourism and Development Committee to agenda item #3. Motion carried 5-0 Ap presentation was given by the Tourism and Development board. Travis Hansen spoke regarding a proposal from Blue Marlin. The proposed amount for the architectural work would be for $2060.00 and that would include the engineering and foundation fori the wall. Motion was made by. Justin La Fleur and seconded by Ellie Dominguez to approve Blue Marlin to engineer fori the wall project. Motion carried 5-0 Motion was made by Justin La Fleur and seconded by Maggie Gaytan to approve the award bid for the HMGP DR 4332-0063 Portable Emergency Generator Project to Texas Municipal and Industrial out of Motion was made by Maggie Gaytan and seconded by. Jusitn La Fleur that the home that is located on 202 E.5 5th Street be deemed a substandard home and allow the owners 90 days to clean up the house  historical projects.  5-0 carried 5-0  Fire Chief Mark Mendez gave his report.  Houston with the total bid of $293,289.00. Motion carried 5-0  (boarded up and cut grass). Motion carried 5-0    Motion was made by. Justin La Fleur and seconded by Maggie Gaytan toi finance the Hydra Digthrough Motion was made by Maggie Gaytan and seconded by Patsy Scherrer to pass the Resolution regarding the Motion was made by. Justin La Fleur and seconded by Maggie Gaytan to move agenda item #9 (Community Motion was made by Maggie Gaytan and seconded by Patsy Scherrer allow the road closure on Washington and 3rd Ave fort the SaintJoseph Fall Festival to be held October 14th, 2023. Motion carried 5-0 Motion was made by Justin La Fleur and seconded by Maggie Gaytan to allow Pollos Asados El Gueroa variance to use the City's easements with non-permanent structures with ingress and egress. Motion Motion was made by Maggie Gaytan and seconded by Melissa Pompa to rescind the naming of the Aguirre No Action was taken on agenda item 13 (Rescinding the Naming of the Aguirre Veterans Memorial Park.) No Action was taken on agenda item 15 (Any necessary 2022-2023 budget amendments under items  Government Capital as presented in the packet. Motion carried 5-0 contract for the purpose oft financing the Hydra Dig. Motion carried 5-0 Center Rental Fees) to make it agenda item #19. Motion carried 5-0  carried 5-0  Veteran's Memorial Wall.  No Action was taken on agenda item 14 (Naming the Memorial Park.)  listed on the current agenda. Police Chief Mike Cantu gave his report. City Manager Harold Rice gave his report.
