MINUTES REGULAR MEETING AUGUST 12, 2024  The City Council of the City of Navasota, Grimes County, Texas met at the City Council Chambers, Room No. 161, located at: 200 E. McAlpine Street at 6:00 p.m., Navasota, Texas  on the above date with the following being present:  Bernie Gessner, Mayor Pro-Tem, Place #1 1 Kenneth Stevens, City Councilmember, Place # 2 Josh M. Fultz, Councilmember, Place #3 Bert Miller, Mayor, Place # 4 James Harris, councimember, Place # 5  Thus constituting a quorum.  STAFF PRESENT: Jason Weeks, City Manager; Susie M. Homeyer, City Secretary; Jennifer Reyna, Public Works Director; Cary Bovey, Legal Counsel; Jon MacKay, Graduate Engineer; Lupe Diosdado, Development Services Director; Kristin Gauthier, Assistant City Manager; Jose Coronilla, Assistant Public Works Director; Mike Mize, Police Chief; Jason Katkoski, Fire Chief/EMC; Michelle Savensky, Executive Administrative Assistant; Maribel Frank, Chief Financial Officer; Taylor Hughes, Marketing and Communications Manager; Pat Gruner, Municipal Judge; Heaven Dominguez, Accounting Manager; Tiffany Byers, Community Services VISITORS: Laura Flores, Mac Vaughn, Deborah Richardson, Matt Cecil, Matt Ybarra, Dia Copeland, John Sanders, Angela Chapman, Blayne Rhodes, Joyce April and Mitch Bertone. THE ITEMS ON THE AGENDA WERE TAKEN UP IN DUE ORDER AS FOLLOWS:  Director; and John Flores, Firefighter.  1. Mayor Bert Miller called the meeting to order at 6:00 p.m.  2. Invocation was given by Rev. Matt Cecil. The City Council, staff members and visitors then recited the Pledge of Allegiance to the American Flag and the Texas Flag. 3. Remarks of visitors: Deborah Richardson addressed the City Council about concerns with the proposed FY 24-25 budget. She stated that health insurance for retirees should be a priority. She also questioned the price for the library roof repair. Ms. Richardson also inquired about the rate increase for garbage services.  4. Staff report: for the City.  (a). Jason Katkoski, Fire Chief/EMC, introduced John Flores, Firefighter. John is a re-hire (b). Jon MacKay, Graduate Engineer, gave an update on the CIP projects.    (c) Mayor Bert Miller gave an update on the latest Planning and Zoning meeting. Councilmember Josh Fultz gave an update on the latest Planning and Zoning (d) Councilmembers and staff informed the audience about upcoming events. 5. Mayor Pro-Tem Bernie Gessner moved to approve the consent agenda which consist of the minutes for the month of July, 2024 and the Municipal Court Report for July 2024, seconded by Councilmember Josh Fultz and with each Councilmember voting 6.Aw workshop was held on the proposed FY 24-25 budget. City Manager Jason Weeks thoroughly went over the budget and after his presentation, the Directors took turns 7. Mayor Pro-Tem Bernie Gessner moved that the City of Navasota propose to adopt a tax rate of $0.5078 per $100 valuation for tax year 2024 and hold a public hearing at 6:00 p.m. on September 9, 2024 at the City Council chambers located at: 200 East McAlpine Street, and a meeting to adopt the tax rate at 6:00 p.m. on September 23, 2024 at the City Council chambers located at 200 East McAlpine Street, seconded by Councilmember Josh Fultz. The votes were recorded as followed by a show of hands: :  meeting; and  AYE, the motion carried.  highlighting their budgets.  AYES: Mayor Bert Miller, Mayor Bernie Gessner, Councilmember Josh Fultz, Councilmember James Harris and Councilmember  Kenneth Stevens. NAYS: ABSTAIN:  Mayor Bert Miller announced that the motion carried.  8. Councilmember Josh Fultz made a motion to set the date of September 9, 2024 for the public hearing on the City's FY: 2024-2025 proposed annual budget, seconded by Mayor Pro-Tem Bernie Gessner. The votes were recorded as followed by a show of  hands:  AYES: Mayor Bert Miller, Mayor Bernie Gessner, Councilmember Josh Fultz, Councilmember James Harris and Councilmember  Kenneth Stevens.
