The Regular Council Meeting of the City of Ingleside was called to order by Mayor Pro-Tem Long at 6:30 p.m. on April 23, 2024, at City Hall 2671 San Angelo Ave., Ingleside, TX: and live video streaming. 2. Roll Call. With Council Members present a quorum was established. Council Members Present: Steve Diehl, Stewart Wilson, David Pruitt, John Salinas, Mayor Pro-Tem Tracy Long, Julio Salinas, and Mayor Adame (Joined meeting at 6:561 p.m.). 3. Invocation. Council Member Pruitt led the invocation. 4. Pledge of Allegiance. Mayor Pro-Tem Long led the Pledge of Allegiance to the U.S. flag. 5. Citizen Comments and Reports Elaine Rodgers, 20201 FM: 2725 and 26501 Main St., addressed the Council and thanked the Council Members who came tol Elite Fitness Center and stated the children were excited to see the Council come visit. City Manager Lewis addressed the Council and presented the budget calendar for the outline of the planning process. City Manager Lewis informed the Council there was not enough funds to complete the three pending projects until the City receives FEMA funds. The remaining three projects are the Garden Center Building, Faith] Park Walking Trail, and the Bulk Collection Facility. The City Manager recommends placing the Faith Park Walking Trail and the Bulk Collection Facility projects on hold to concentrate on the Garden Center Building project witht the existing funds available of$449,162.10. Once the pending FEMA funds are received, the City will have funds to work on the other two projects. G. Update on General Projects Director of] Infrastructure Services Paredez presented the update on general projects. Paredez explained the Garden Center Building is still under legal review and once started should take 180 days to complete. The Animal Control Facility will have power, water and sewer soon. The Hultgreen project has a legacy tree that will require aretaining wall. The) Kenny Lane project contractor is delayed in getting started. The meter] project will: allow citizens to download an: appa and see water consumption ini real time. Thel UHF will allow communication between the meter and the receiver tos send information to the base station. Mayor Adame joined the meeting at 6:56p.m. H. Update on migration from Utility Data Systems (UDS) MCRS tol ERP 10 and Information Technology Director Sauceda addressed the Council and gave a brief update ont the migration for the Municipal Court Utility Data Systems (UDS) MCRSt to ERP 10. Staffi is collaborating with Tyler regarding what data needs to be pulled from UDS. Once staff evaluates the data, then can proceed with scheduling the migration. Mayor Adame presented a proclamation to the Ingleside Woman's Club for the 90th Anniversary and proclaimed May 10, 2024, as "Ingleside Woman's Club Anniversary Day". 8. C Cove) Park Advisory Group Presentation City Manager Lewis addressed the Council and explained the advisory group reviewed and incorporated the Parks Master Plani into the Covel Park proposed enhancements. The draft layout ofthe proposed enhancement and added amenities include additional paved parking, improvements to the bulkhead, relocation of the fish clearing station, adding of covered seating and a pavilion, relocation and improving oft the kayak launch area, andi improving 9. Deliberate and take appropriate action on second and final reading of an Ordinance altering the prima facie speed limits established for vehicles under the provisions of SEC. 545-356, Texas Transportation Code, upon the basis of an engineering and the docks. 11,2024. A budget was established for this and quotes havel been received for an oil distributor, ar roller with aj pad foot attachment, a rock spreader for the seal coating, a laydown machine to lay hot mix asphalt, and a trailer Paradez explained this equipment will allow City staff to do some of the needed street repairs. However, in the future, a couple more pieces of equipment willl be needed tol have af full ensemble.
