Regular City Council Meeting September 23, 2024 STATE OF TEXAS COUNTY OF MONTAGUE CITY OF BOWIE On this the 23rd day of September, 2024, the council convened in a regular meeting open to the public as advertised with four Councilors present. Councilors Gunter and Post were absent. Presiding: Mayor Burris Councilors: Ashley, Bates, McEwen and Shaw City Secretary Page City Manager Cunningham Mayor Burris called the regular meeting to order at 6:04 p.m. Invocation was given by Councilor TJay McEwen. Items of Community Interest Sip and Stroll will be October4th. Chicken and Bread Days is October 5lh. The Bowie ER will be closing on October 6th. City Manager Report Invocation The CDBG water line project on Wichita Street has been completed. The engineers inspected the line last week and everything proved acceptable. Wel had some grumbling from some citizens about simply fixing the ditch, but for your and their information, we are going tos soon be digging up the street again for the Iam pleased to announce that the construction contractor for the new substation transformer came last Monday andl has been working this past week. The foreman told me that their part of the construction would only take about a month. The concrete slab for thet transformer must cure for 28 days before we can Phase 3 oft the: sewer line project is on hold waiting for the TWDB to finish reviewing the plans. We are also waiting on an easement for the lift station. As soon as the" TWDB finishes reviewing the plans and Thel Nelson Street project is proceeding. The culverts have been repaired on the drop box and the crew has been packing the base material around the drop box getting ready to start pouring the intersection. AsItold you at the last meeting, the contractor has until October: 31 to be substantially complete, or we will begin As you are probably aware, we had aj power outage last Wednesday that was caused by a worn-out connector on one oft the buss structures. Second reading of Ordinance 2024-06- An ordinance levying an annual ad valorem tax rate for the Councilor Bates moved, with a second from Councilor Shaw, that the property tax rate be increased by the adoption ofa tax rate of0.5430, which is effectively a 11.4% increase in the tax rate, Motion carried with Second reading ofOrdinance 2024-07- Ordinance providing fora fee to defray costs of collecting delinquent fines, fees.court costs, and other debis pursuant to Article 103.0031 ofthe Texas Codeof Councilor Ashley moved, with a second from Councilor McEwen, to approve Ordinance 2024-07 with Perdue Brandon Law Firm.
