Municipal Building = 4000 Main Present: Mayor Margolis, Mayor Pro Tem Winget, Deputy Mayor Pro Tem Shinder, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Councilmember Schupp 1. CALL TO ORDER FOR WORK SESSION Mayor Margolis called the meeting to order at 6:00 p.m. 2. EXECUTIVE SESSION There were no Executive Session items. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY OR APPROPRIATE ACTION ON CLOSEDIEXECUTIVE SESSION MATTERS 3. WORK SESSION Two individuals spoke during the Work Session. 1. Shelby Coleman, Rowlett - Item 3A 2. Chery! Smith, Rowlett - Item 3A 3A. Discuss and review the draft Downtown Strategic Plan with the consultant group, Olsson Studio. Olsson Studio's representatives Ken Boone, Principle-n-Charge, and Vivian Fung, Project Manager presented this item. The studio collaborated closely with city staff, stakeholders, and the public to create a comprehensive downtown strategic plan for Rowlett. This plan outlines a vision for the future growth and revitalization of downtown, developed through an extensive process of community engagement, stakeholder input, and careful analysis of current and projected conditions. It provides recommendations on key areas such as land use, districting, development, mobility, placemaking, and more. The plan is accompanied by a detailed action plan, outlining the next steps for implementation. The process involved discovery, engagement and communication, idea generation, planning and refinement, and strategic positioning for execution. Key topics addressed included the community's values and goals, future land use, downtown districts, Members of Council addressed the heart of the downtown area, the zoning overlay, the vital economic development, mobility, connectivity, and public spaces. intersection at the railroad tracks, and the retail projection forecasts. City of Rowlett 10678 3B. Update the City Council on the Boards and Commissions training as described in the Boards and Commissions Handbook update of 2024. Councimember Bowers requested input from the Council on topics toi include int the annual training for the boards and commissions members who will be appointed in December 2024. Topic suggestions included the Texas Open Meetings Act, the Public Information Act, Roberts Rules of Order, and an information Question and Answer section. An agenda will be brought back to the City Council by the end of November or the first meeting in December for consideration. 3C. Discuss and review the proposed 2024-25 Rowlett Legislative Agenda. Mayor Margolis stated the government sub-committee discussed the city's priorities for the current legislative session, which includes expansion of the North Texas Municipal Water District membership, revise cost methodology for DART, limitation of institutional home purchases, hotel occupancy tax rebate, limited housing finance corporations' authority, and critical infrastructure security. The city opposes the preemption of short-term rental regulations, eroding local property tax decision making, political party affiliation declarations, and restrictions on advocacy and communication. Council recessed at 7:28 p.m. and reconvened into the regular session at 7:41 p.m. councimembers and counci-appointed board and commission members. This item followed the conclusion of the regular session. 3D. Discuss and deliberate on adoption of policies governing use of social media platforms by city Deputy Mayor Pro Tem Shinder recommended adopting two distinct policies. The first, a TikTok Policy as iti is time-sensitive, state mandated, and applies to all users of the city's network, including both city employees and city officials. The second, a Social Media Use Policy, designed for elected officials, advisory board and commission members to ensure compliance with both federal and state laws. She expressed concerns about the clarity of the restrictions on the Councils' ability to communicate on social media, with the intent to keep the City, the city officials and individual board Concerns were mentioned regarding the posting on public or private groups, how it prevents speaking with citizens on groups, walking quorums, being overly restrictive, and possibly infringing on an individual's constitutional rights. Presentation of Proclamation recognizing October 20-26, 2024 as National Friends of Libraries Week. Councimember Bowers and Laura Tschoerner, Library Services Director, presented a proclamation to the Friends of the Rowlett Library members Kathy Hammond, Betty Engen, Mark Engen, Jerry Hickman, Virginia Pollard and Stanley Pollard. 7C. Presentation of Proclamation of remembrance for the victims of the October 7, 2023 attacks in Israel. Deputy Mayor Pro Tem Shinder and Councimember Reaves presented this proclamation of remembrance, along with all members of the City Council. 7D. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. Councimember Schupp presented the following announcements: City Secretary's Office Rowlett citizens are encouraged to participate in their municipal government through service on various City boards and commissions. Applications will be accepted Community Development - Ourt test traps havei identified several positive results for West Nile Virus, which has resulted in spraying within the affected zones. It's important to note that we do have a "no spray" list for residents with health concerns. Any resident can send an email to through November 14. The library is still recruiting members for its LEGO League robotics team which competes in January. Kids from 9 to 13 can engage in research, problem solving, coding and engineering. Consider action to approve a resolution authorizing the purchase and installation of traffic detection control equipment from Consolidated Traffic Controls, Inc. through the HGAC Cooperative Contract #PE-05-21, for a price not to exceed $145,996.00; authorizing the City Manager or his designee to execute all necessary documents to effectuate said purchase; and providing an effective date. Consider action to approve a resolution authorizing the City Manager to enter into an Interlocal Agreement (ILA) with Dallas County on behalf of the Dallas County Health and Human Services Department (DCHHS) to provide Mosquito Ground Control Services for FY25. This item was approved on the Consent Agenda as RES-086-24. 9D. Consider action approving a contract for a sea wall and bank stabilization installation. City ofF Rowlett 10682 Consider action to approve a resolution authorizing the Mayor to execute a contract with Sapphire Bay Land Development, LLC, in the amount of $214,850.00 for sea wall and bank stabilization installation related to the construction of Fire Station #5 Sapphire Bay. This item was removed from the Consent Agenda to be considered individually. A motion was made by Councilmember Britton, seconded by Deputy Mayor Pro Tem Shinder, to approve a resolution authorizing the Mayor to execute a contract with Sapphire Bay Land Development, LLC, in the amount of $221,833.00 for sea wall and bank stabilization installation related to the construction of Fire Station #5 Sapphire Bay. Consider action to approve a resolution supporting the Rowlett Housing Finance Corporation's Application for Reservation with the Texas Bond Review Board for a private activity bond volume cap reservation of up to $4,000,000 of qualified mortgage revenue bonds and assign those bonds Peter D. Urrutia, Executive Director of the Rowlett Housing Finance Corporation, presented this item. He stated the Texas Department of Housing and Community Affairs has introduced a new program allowing local housing finance corporations to partner with them to issue private activity bonds for single-family, reduced-rate mortgages. The Rowlett Housing Finance Corporation (HFC) isi interested in utilizing this new financing structure, as it relieves them of the financial burden of securing and managing the issuance of private activity bonds. This application requires the approval oft the City Council; however, it has no risk tot the city, thel HFC and no financial obligations Ar motion was made by Councilmember Bowers, seconded by Councilmember Schupp, to approve the item as presented.
