177 CITY OF INGLESIDE SPECIALCITY COUNCIL MEETING MINUTES SEPTEMBER 03,2024 Opening Agenda 1.Callr regular meeting to order. TX and live video streaming. The Special City Council Meeting of the City of Ingleside was called to order by Mayor Adame at 6:30 p.m. on August 20, 2024, at City Hall 2671 San Angelo Ave., Ingleside, 2. Roll Call. With Council Members present a quorum was established. Council Members Present: Steve Diehl, David Pruitt, John Salinas, Mayor Pro-Tem Tracy Long, and Mayor Oscar Adame. Council Members Absent: Stewart Wilson and. Julio Salinas. 3. Invocation. Council Member Pruitt led the invocation. 4. Pledge of Allegiance. Mayor Adame led the Pledge of Allegiance to the U.S. flag. There were no Citizen Comments presented for this meeting. . ( Citizen Comments and Reports. Special Agenda Deliberate and take appropriate action on the City Manager's proposed Fiscal Year Discussion was held between Council Members, City Manager Lewis and Director of Finance Vela about the City Manager's proposed Fiscal Year 2024-2025 Budget. City Manager Lewis addressed the Council about the proposed Fiscal Year 2024-2025 Budget having a comparison of. .642061 and .672061. The only difference in the budget Council Member Diehl asked Director of Finance Vela why the Economic Development Department had 2.5 employees, and she stated that the employee number was incorrect and they were not splitting the employee anymore. This would be corrected. Director of Finance Vela confirmed that the numbers for Pre-Cals for FY 2025 Budget, pages 10-1 12, on the top of the page do not affect the numbers at the bottom of the page. Council Member Diehl stated that they couldn't bring a tax increase on the citizens. Council Member John Salinas stated that there is a lot of budget to process and understand, the need to build and retain employees in order to address any issues that Mayor Pro-Tem Long requested that the Director of Finance explain Capital Projects and Purchases, page 97, and what Fund 30 is. Director of Finance Vela stated that Fund 30is for all the infrastructure projects that are listed. Mayor Pro-Tem asked if this was for projects for the next year, and City Manager Lewis stated that these are items for the next 3-5 years. Fund 30 is what the City has set money aside for. Mayor Pro-Tem noted the Feasibility Study in the funds, andt that the remodel of City Hall was listed. 2024-2025 Budget. being presented is the unobligated fund balance. Water rates are going up, and willy not go above $0.64 ont the tax rate. need tol be fixed, andt that itisa a give and take situation. He also requested to look at Pre-Cals for FY 2025 Budget, page 10, where discussion was held about the TMRS rate at 5% Vs 6% but not at 7%, and the request to see the numbers of each percentage. Director Vela stated that on page 12, that the Council will see were each percentage was taken out of the General Fund and the Utility Fund, and that the majority of combined numbers came from employees that are ap part of the Public Works crews. Council Member Diehl asked about the projects list, and if the money was being budgeted already for said projects. Director Vela stated that the Capital Projects and Purchases, page 97, bottom of the list was considered a wish list from departments; the projects/requests are there, but are not budgeted. Council Member Diehl requested that the City Hall Repairs be removed from the list, due to the Feasibility Study that the City Council Member Pruitt stated that he wants to help the citizens and our employees as much as possible, tough choices, does not want to compare bigger cities to our small city, Director Vela stated that New Fund for CO 2024 Bond, page 101, were projects/items that the bond issuance would go towards, if Council were to approve. Further discussion on the projects/items on page 101 were about generators, soccer fields, and the Wastewater Treatment Plant. City Manager Lewis stated that the City has to make sure Mayor Adame stated that he understands that this is a budget proposal, that a bond issuance is coming, Wastewater Treatment Plant is a big project, and generators are big items to purchase and move forward on. Mayor Adame requested to meet with the City Manager to discuss the budget ini more depth, and: suggested that all Council Members do City Manager Lewis addressed the Council about the budget looking at the $0.64 VS $0.67 tax rate. Director Vala stated that FY 2024-2025 Projected Fund Balance by Fund, page 22, the numbers in orange is the tax rate at $0.642061 and the numbers in green is Further discussion on the tax rate; street recommendations being brought up about the previous 10 streets being close to completed, and the Council liking to see another 10 streets brought up; bring back to Council ins six months for a mid-year review ofTMRS at 6%; Council wanting to know what is missing in the current proposal; and Council Discussion was held between Council Members and City Manager Lewis about the restructuring of departments; with the action of the tax rate, finance can come back with exact figures; positions in the City that are not needed at this time; un-funding the Economic Development department and certain positions in the Municipal Court; Economic Development contract to be renegotiated to fall under the Development Services department, and Municipal Court falling under the Finance Department; and the request of all the flufft taken out of the budget proposal for the next meeting. Motion: Council Member Diehl made a motion to direct staff to bring back a proposed budget with $0.642061 in regards to property tax to use in the adopted budget. Mayor Pro-Tem Long seconded the motion. Motion carried with all present voting in favor.
