Citizen Comments and Reports Patrick Nye, 1018 Bayshore Dr, Ingleside on the Bay, addressed the Council about Enbridge' S water rights permit, a public hearing that is taking place on February 29, the water permit being used fori industrial purposes but isn't limited to, and asked ift there was an emergency plan inj place since that isi important tol have wheni it comes to the industrial Charles Boone, 468 Sunset, Ingleside on the Bay, addressed the Council about Council Member Diehl'sr request about the current Objectionable Use Permit being added1 toa a future agenda and asked when it will be added to the agenda, and requested a meeting with the City Manager to speak with the City Attorney in regard to the current Objectionable Use Vicky Cook, 3009 Lakeview West Dr., addressed the Council about her involvement in getting the City ofIngleside in the' Texas State Travel Guide, and requested thatt the Council Martha Habluetzel, 3508 Avenue A, addressed the Council about the traffic on FM 1069 Teresal Flores, 2586 Avenue A, addressed the Council about wanting to thank thel Ingleside Police Department for ensuring that the children were safe during drop off on Tuesday morning after a threat Monday afternoon, and asked when a second School Resource plants. February 13, 2024 Regular City Council Minutes Page 1 of5 79 City Manager Lewis informed the Council about having applied for the MIT-MOD Grant Funding, receiving Notice of Eligibility, proceeding with development, and stated that we do have to meet certain requirements. City Manager Lewis stated that City Staff are looking at the other side of City Hall for development. B. Update on the timing of the traffic light at the intersection ofFM 1069 & SH361. Director of Infrastructure Services Paredez updated the Council about TxDOT adjusting thet timing of thel light att thei intersection, especially during heavy traffic flow. C. Update on the removal of sand-burrsygras-burrs from N. 0. Simmons soccer Director of Infrastructure Services Paredez updated the Council about the sand-burrs and grass-burrs being removed from the: soccer fields at) N.O. Simmons park, but now there is an issue with rocks and shells after the scraping was done. President of the Texas Coast Youth Soccer League thanked the City for what was completed, and that the league has adjusted to make sure no children get hurt on the fields. Council Member Diehl requested an update on the water meters. City Manager Lewis stated thati installation oft the water meters was at 44%, the meters are performing like they should, and that they are reading every ounce of water being used. Deliberate and take appropriate action on the second and final reading of an Ordinance amending Ingleside Code of Ordinances Chapter 62-Traffic and Vehicles, Article IV, Division 2 - Truck Routes, Section 62-102 established and providing for effective date, reading, severance, and publication. Proposed as Ordinance 2024-01 10. Deliberate and take: appropriate action on: a Resolution of the City ofIngleside, Texas finding that the Statement of Intent of Centerpoint Energy Resources Corp., d/b/a Centerpoint Energy Entex and Centerpoint Energy to change rates filing within the City should be denied; finding that the City's reasonable rate case expenses shall be reimbursed by the company; finding that the meeting at which this Resolution is passed is open to the public as required by law; requiring notice oft this Resolution to the company and legal counsel. Discussion was held between Council Members, City Manager Lewis and Director of Finance Vela about the land being owned by the Port of Texas, LLC, the documents filed tot the San) Patricio County. Appraisal District, documentation going! back five (5)years, the areai in question being behind the Middle School and] High School, thel Planning and Zoning Commission labeling ita asi industrial after temporarily being labeled residential, not going before the Appraisal Review Board, the reduction of the property value resulted in a tax Debra Sanders, 3076 Avenue A; Courtney Shane, 2181 Capeheart; and Marth Habluetzel, 3508 Avenue A addressed the Council with questions regarding the item being discussed to better understand the significance of the property tax refund.
