CLOSE 1ST PUBLIC HEARING AND OPEN 2ND PUBLIC HEARING ON BUDGET  NOTICE OF PUBLIC HEARING ON 2025 ANNUAL BUDGET  The City of Magnolia will hold al Public Hearing on the proposed Operating Budget for the fiscal year that begins on October1 1, 2024 ande ends on! September 30, 2025. The hearing willl be held at 6:00 p.m. in the City Council Chambers, 18111 Buddy Riley Blvd., Magnolia, Texas, on September 10, 2024. All interested parties are invited to attend. This budget will raise more revenue from property taxes than last year's budget by an amount of $154,917 which is a 7.87 percent increase from last year's budget. The property tax revenue to be raised from new property added to the tax roll this Ad copy of the proposed budget, fees, rates, charges, building permit fees, and their associated revenue, which are attached hereto tot the budget, and which is incorporated into the budget, is on file with the City Secretary for public review and inspection. MOTION: Upon a motion to approve Resolution No. R-2024-007 made by Councilmember Jacobs and seconded by Councilmember Huitt, the Councilmembers voted, and the motion  carried unanimously, 3-0.  12.CONSIDERATION AND POSSIBLE ACTION TO AUTHORIZE THE CITY OF MAGNOLIA ECONOMIC DEVELOPMENT CORPORATION TO TRANSFER FUNDS IN AN AMOUNT NOT TO EXCEED $300,000 TO THE MAGNOLIA COMMUNITY DEVELOPMENT CORPORATION AS AUTHORIZED BY THE DEVELOPMENT CORPORATION ACT FOR FUNDS TO ACQUIRE  209 MAGNOLIA BLVD (Mayor)  City Attorney Leonard Schneider offered no objection to the authorization. City Council9.10.2024  18111 Buddy Riley Blvd., Magnolia, Texas 77354    13.CONSIDERATION AND POSSIBLE ACTION TO APPROVE PROFESSIONAL SERVICES AGREEMENT WITH BLEYL ENGINEERING RELATED TO CERTIFICATE OF CONVENIENCE AND NECESSITY (CCN) REVISIONS IN THE AMOUNT OF $10,000.00 (Mayor) City Engineer Tim Robertson provided copies oft the CCN and explained the purpose and of a CCN. He explained that Magnolia needs to update their current water CCN and will need a wastewater CCN in the near future. He explained Bleyl Engineering would be the one to take care oft this. MOTION: Upon a motion to approve made by Councilmember Huitt and seconded by  Councilmember Jacobs, the Councilmembers voted, and the motion carried unanimously,  3-0.  14.CONSIDERATION - ADOPT ORDINANCE NO. 0-2024-019 AMENDING CHAPTER 90 TRAFFIC AND VEHICLES" OF THE CODE OF ORDINANCES APPROVING THE INSTALLATION OF TWO (2) STOP SIGNS ON MAGNOLIA CREEK DRIVE WHERE IT INTERSECTS ASTER KNOLL LANE TO CONVERT IT TO AN "ALL WAY STOP" Tim Robertson presented this item and explained the current and proposed stop sign locations at the Neither Police Chief Kyle Montgomery nor City Attorney Leonard Schneider offered any objection. MOTION: Upon a motion to adopt Ordinance No. 0-2024-019 made by Councimember Huitt and seconded by Councilmember Jacobs, the Councilmembers voted, and the motion carried  INTERSECTION (Mayor) referenced intersection.  unanimously, 3-0.  15.CONSIDERATION AND POSSIBLE ACTION TO ADOPT ORDINANCE NO. 0-2024-016 City Attorney Leonard Schneider provided a summary of the ordinance found in the meeting packet. MOTION: Upon a motion to adopt Ordinance No. 0-2024-016 made by Councilmember Huitt and seconded by Councilmember Jacobs, the Councilmembers voted, and the motion carried  AMENDING THE UNITY PARK RESERVATION FEES (Mayor)  unanimously, 3-0.  6.CONSIDERATION AND POSSIBLE ACTION TO ADOPT ORDINANCE NO. 0-2024-020 AMENDING ARTICLEIOF CHAPTER 94 "UTILITIES" OF THE CODE OF ORDINANCES REGARDING METER TAMPERING FEES AND UNAUTHORIZED CONNECTIONS (Mayor) City Attorney Leonard Schneider explained that the proposed language in the ordinance was contributed in partnership with City Engineer Tim Robertson and Utility Billing Manager Crystal Supak.
