January 16, 2024 Special City Council Minutes Page 1of4 75 Public Hearing Conduct a public hearing concerning an application for Objectionable Uses filed by Ingleside Clean Ammonia Partners, LLC to construct and operate an ammonia production and export facility located in the Enbridge Ingleside Energy Center At7:23 p.m. Mayor Adame convened the Ingleside City Council into al Public Hearing. Presentation on Project YaREN was presented by Christopher Boozer, Director at Enbridge, U.S. Gulf Coast Engineering. Mr. Boozer introduced speakers and key team members: Laurent Ruhlmann, Director, Yara Clean Ammonia, Health, Environment, Safety and Quality; Sharon Jones, Environmental & Regulatory Lead, SEE Solutions, LLC; Javier Del Olmo, VP, Enbridge U.S. GulfCoast; Ivan de Witte, Head of Yara Clean Ammonia (North America), Projects & Business Development; and John Bell, Legal Advisor, Wood, Boyken & Wolter P.C. Mr. Boozer presented that on November 20, 2023, Ingleside Clean Ammonia Partners, LLC (ICAP) submitted an Objectionable Use Permit Boozer stated Enbridge is North America's leading energy infrastructure company with safety being number one priority. Yara, founded in 1905, is the world's largest ammonia distributor with locations at Yara/BASF Ammonia Plant, Freeport, Texas; Yara Porsgrunn YAREN Project Overview: blue ammonia production and export facility located at the existing Enbridge Ingleside Energy Center with ongoing engineering and assessments; construction to begin Q3/Q4 2025 with service to begin in 2028; facility feed stock is natural gas delivered by pipeline; 95% CO2 capture within 0 to 6 months of starting operation; captured CO2 will be transported by pipeline for sequestration at a 3rd party facility located outside of San Patricio County, Texas; ammonia will be exported only by Project YaREN's highest priority is the safety oft the community, employees, contractors andt the environment always, andi the facility willr meet ore exceed: federal andi industry safety requirements. Independent layers of safety in the project are design, basic process control system, alarms and operator corrective action, safety system, physical protection systems, and emergency response. Proven design, engineering, and organizational solutions based Preliminary Project YAREN community benefits: construction phase of three (3) years bringing in overa a cumulative tax benefit of$12M; and operations andi maintenance of one (1); year with 100 full-time employees on-site, $14M: forecasted property tax revenue for the City without YAREN, and approximate $10Mi in additional property tax revenue for the Mr. Boozer answered common community questions and concerns on school safety, emergency response, air emissions, water usage, solar project update, and examples of Boozer stated the proposed OUP conditions for safety focused oni no ammonia processing, operating, storage or loading facilities will be located along the northern frontage of the property within 750 feet from Main Street; all ammonia facilities will be located on the eastern side oft the property as shown oni the: site plan attached as Exhibit B; no ammonium nitrate willl be produced or stored at this site; ammonia produced will be stored as al liquid in double-walled, low-pressure tanks with vapor recovery systems; all ammonia storage will be at the south end of the site near the dock facilities; all process controls will be continuously monitored and include early alerts for deviations of processes outside of normal operating conditions; the plant will be provided with continuous gas alarms and detection systems that activate an alarm upon early detection of gas; all safety critical functions and installations willl have redundant backup; emergency backup power will be provided for the safe shutdown of the plant; all hydrogen generated will be used for ammonia production, nol hydrogen willl be produced asas separate product; andi no ammonia located at 14501 Lexington Road, Ingleside, Texas. Council Member Diehla asks the question ifthati is the best fiti for thel location of the product. Council Member] Diehl requested that thel Mayor and City Manager coordinate the existing permit from the 2012-2013 Ordinance about Objectionable Use Permits for further discussion and gave full discretion to the Mayor as to when to place this on a public meeting. 9.
