CITY OF COOPER CITY COUNCIL MEETING-PUBLICHEARING AUGUST 31, 2017 5:00PM  COUNCIL MEMBERS PRESENT: MAYOR; DARREN BRADDY, DAVID PHILLIPS, E.J. CATES, ALLEN  FOSTER, DONNA THOMASON, AND WILLIE "BEAR" WILKINS  CITY ATTORNEY: JAY GARRETT - ABSENT  OTHERS PRESENT: EMILY HOWSE, MERCEDES VALDEZ, BUSTER GIFFORD, SUMMER PHELPS,  GABRIEL ROSS, JAIDEE ROBERTSON, AND MARSHALL ROGERS  AGENDA ITEM# #1 AGENDAI ITEM# #2  Mayor Darren Braddy called the meeting to order and also voiced the prayer.  Mayor Braddy opened the public hearing. He stated that this proposed budget would raise the total property taxes than last year's budget by $31,632.34 and 5.63%, and of that amount $19,166.79 is tax revenue tol be raised from new property added to the tax roll this year. Tex. Mayor Braddy stated that the city needed to stay with the current rate. of 1.083595 (1.032388 M&0 and 0.051207 1&5) due to the increase in employee insurance premium cost. Buster Gifford asked what the roll back rate was. Mayor Braddy stated that the rollback rate was 1.101944 which was higher that the proposed rate. Mayor Braddy explained that if the city chose to go with a rate higher than the rollback rate then the citizens could petition to have an election to deny the proposed rate which would cause the rate fori the city to bet the roll back. Mayor Braddy asked for comments. Hearing no comments, Mayor Braddy closed the public  Loc. Govt. Code 102.005(b).  rate. hearing.
