CITY OF COOPER  CITY COUNCIL MEETING - PUBLIC HEARING TAXI RATE INCREASE  SEPTEMBER 5, 2019 -4:30PM  COUCNIL MEMBERS PRESENT: DARREN BRADDY; MAYOR, ALLEN FOSTER, AMANDA  L'ESPERANCE, AND DONNA THOMASON CITYATTORNEY: JAY GARRETT  OTHERS PRESENT: EMILY HOWSE, KASEY BRITTON, AND. JOE ADAMS ABSENT: DAVID PHILLIPS AND WILLIE "BEAR' WILKINS  AGENDA ITEM #1  Mayor Darren Braddy opened the second public hearing to discuss the proposed tax rate increase. He stated that some changes had been made to allow for the purchase of a vehicle. He stated that the change came from refined actual expenditures. Mayor Braddy stated that the proposed raises were not affected. After much discussion on this matter, Mayor Braddy asked for public input. Kasey Britton questioned the City Secretary's proposed raise and stated that the amount was unjustified due the lack of efficiency and the high cost ofi insurance that is provided by the city. Kasey also inquired about the purchase vehicles. Again, after much discussion, Mayor Braddy asked the council if they had any more comments. Amanda L'Esperance stated that the raises should go to the laboring employees not the administrative employees. Amanda stated that Mayor knew her stance on the raise issue and she was standing  her ground. AGENDA ITEM #2  Hearing no other comments Donna Thomason made the motion to close the public hearing.
