CITY OF COOPER AUGUST.17, 2017  CITY COUNCIL MEETING- WORKSESSION  COUNCIL MEMBERS PRESENT: DARREN BRADDY; MAYOR, DAVID PHILLIPS, E.J. CATES, ALLEN  FOSTER, DONNA THOMASON, AND WILLIE "BEAR" WILKINS  CITYATTORNEY: JAY GARRETT. ABSENT OTHERS PRESENT: EMILY HOWSE, JOE ADAMS  AGENDA ITEM #1 AGENDAITEM: #2  Mayor Darren Braddy opened the work session and Mayor Braddy also voiced the prayer.  Mayor Braddy presented to the council four proposed options for the 2017-2018 City of Cooper Budget. Darren stated that option 1or2 would be implemented using the effective rate of 1.025846 of which 0.051207 is dedicated to the 1&5 Fund (Sewer Plant Bond Payment) leaving 0.974639 for M&0 (maintenance and operation). Option 1 did not include a raise and option 2. Option 3 or 4 would be implemented using the current rate of 1.083595 of which 0.051207 is dedicated to the 1&S Fund leaving 1.032388 for M&0. Darren stated that if the city stayed with Option 3 did not include a raise. Option 4 included a 3% raise for full time employees. After much discussion it was the consensus of the council to go with option 4 using the current rate of1.083595, which includes a 3% raise for all full time employees, for the 2017-2018 City of Donna Thomason made the motion to set the City of Cooper 2017-2018 Budget at the current rate of1 1.032388 M&O and 0.051207 1&S for at total of 1.083595. Willie "Bear" Wilkins  included a 3% raise for full time employees.  the current rate of 1.083595, two public hearings would be necessary.  Cooper Budget.  seconded. Vote unanimous.
