CITY OF COOPER CITY COUNCIL MEETING - PUBLIC HEARING OCTOBER 7, 2019- -5:00PM  COUNCIL MEMBERS PRESENT: DARREN BRADDY; MAYOR, DAVID PHILLIPS, ALLEN FOSTER,  AMANDALESPERANCE, AND WILLIE "BEAR' WILKINS.  CITY ATTORNEY: JAY GARRETT ABSENT: DONNA THOMASON  OTHERS PRESENT: EMILY HOWSE, CHARLES EDWARDS, DOROTHY RUTLEDGE, TIMA MARTINEZ KENNEDI WRIGHT, MACI MORRIS, MARISSA WELCH, JIM BUTLER, AND. SHARON MOODY. Mayor Darren Braddy opened the public hearing. He stated that this public hearing was to publicly disclose a conflict ofi interest fori the City of Cooper Texas Department of Housing and Community Affairs (TDHCA) HOME Housing Rehabilitation Assistance (HRA) program contract #1002614 and allow for public comments. Mayor Braddy introduced Charles Edwards with Resource Management and Consulting Company, who was awarded the administrative contract for this project. Charles stated that due to the fact that Elsie Foster was related to Council Member. Allen Foster and Office Clerk Sharon Moody that this public disclosure was necessary. Charles stated that the city would request an exception. Charles stated that any time within the realm of the grant that a relative becomes a conflict, this procedure must be done. Charles stated that there was no shortage of funds sO there was money available for other applicants if, Amanda L'Esperance stated that the council does not individually approve each candidate.
