REGULAR SESSION MEETING SEPTEMBER 23, 2024 Be it remembered on the 23RD day of September at 10:01 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Nick Elliff, Tremco Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Awyna Sanchez, Tax ASsessor-Collector When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on September 12, 2024, by Commissioner Frye, seconded by Commissioner Russell, the motion passed by a majority vote. 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for September 23, 2024. Motion by Commissioner Russell, seconded by Commissioner White to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for September 15, 2024, Commissioner Wilkins seconded and the motion passed by majority vote. See attached. 7. Consider and Discuss Rescheduling Commissioners Court October 14, 2024 because of Columbus Day Commissioner Frye made the motion to reschedule the October 14th meeting to October 15th Commissioner Wilkins seconded and the motion passed with a majority vote. 8. Consider and Discuss Proclamation for National Night Out October 1, 2024 Sheriff Geske requested the Commissioners pass a Proclamation for Commissioner White made a motion to approve the Proclamation for National Night Out, October 1, 2024. Commissioner Frye seconded and National Night Out. the motion passed with a majority vote. See attached. 9. Consider and Discuss Request from Farwell ISD for Distribution and Release of Funds from the Parmer County Permanent School Fund Colby Waldrop, Superintendent, Farwell ISD, on behalf of the Farwell ISD Board ofTrustees requested their portion of the Parmer County The portion available to Farwell ISD is $190,000.00. See attached breakdown. Mr. Waldrop indicated the monies would be used to pay down their bond. He submitted receipts for the parking lot project as is Commissioner Frye made a motion to distribute Farwell ISD's portion of the Parmer County Permanent School Fund as requested. Commissioner White seconded and the motion passed by majority vote. See attached. Permanent School Fund. required by the Court. 2 10. Consider and Discuss Procedures for 48 Hour Cremation Waiver In the State of Texas it is unlawful to cremate a body prior to 48 hours after death. In certain circumstances the Justice of the Peace may order That procedure must be posted on the County website. It was brought to the JP's attention that this was not on the website. A waiver was written and reviewed by the County Attorney. Judge Carrasco presented it today AI motion was made by Commissioner White to approve the 48 hour cremation waiver, seconded by Judge Carrasco. The motion passed with that time frame to be waived. to the Court for approval. an majority vote. 11. Consider and Discuss Water Line Under County Road Koen Ally with Optima Dairy made a request to place a water line under CR 2 23. Commissioner Frye made a motion to approve placement of the water line, Commissioner Wilkins seconded and the motion passed with an majority vote. 12. Consider and Discuss Parmer County Burn Ban Considering the recent rain, Commissioner White made the motion to discontinue the burn ban. Commissioner Russell second and the motion passed by majority vote. Enforcement Center 13. Consider Any and All Matters Concerning the Parmer County Law Sheriff Geske stated that the Parmer County Jail is housing 18 inmates. Sheriff Geske introduced Nick Elliff with Tremco. He presented a proposal for a maintenance contract for the Sheriff's office, Jail and Courthouse roofs. He explained the advantages and limitations of having such a contract. The Commissioners discussed taking the cost of this contract out of the ARPA monies. They requested he present a formal contract for one year with a one year automatic renewal. He will send the contract to Judge Carrasco and it will be placed on the agenda at that time for The Sheriff presented the Parmer County Sheriff's Fees for the next fiscal year. This is required prior to the State's fiscal year beginning in October Five of the inmates are from Lamb County. approval. 3 of each year. Commissioner Russell made a motion to approve the fees. Commissioner White seconded and the motion passed with a: majority vote. With no further business to come before the Court, Commissioner White moved to adjourn.
