City of Wallis Regular City Council Meeting Wednesday, September 18, 2024 This is a true and correct copy of the minutes of the Regular City Council Meeting for the City of Wallis, Texas held on Wednesday, September 18, 2024 at 6:00pm. 1. - Call to Order Mayor Little called the meeting to order at 6:00pm. 2. Invocation and Pledge of Allegiance 3. Roll Call and Certification of a Quorum Led by Mayor Little A quorum was present. Present were Councilmember Jimmy Lavergne, Councilmember Belinda Halfin, Councilmember Deborah Boren, Councilmember David Marek and Mayor Little. Councilmember Clark Main. Jr. was absent a roll call, arrived at 6:08pm. 4. PUBLIC HEARING - consider comments from the public relating to the Proposed FY 2024-2025 Budget - No Comments 5. Closed Public Hearing on FY 2024-2025 Budget 6. PUBLIC HEARING - consider comments from the publicrelating to the 2024 Proposed Tax Rate. - No Comments 7. Closed Public Hearing on 2024 Proposed Tax Rate 8. Communication from the Public- - None 9. Consent Agenda Motion made by Councilmember Belinda Halfin, second by Councilmember David Marek to approve the minutes from August 19th, August 215t, August 26th and September 4, 2024. Motion passed unanimously. 10. Department Reports a. Public Works = no action b. Police Dept/Admin.- Motion by Councilmember David Marek, second by Councilmember Jimmy Lavergne to approve applying for a generator grant with a unit that would supply the city hall and the police department. Motion passed unanimously. Municipal Court - No action. 11. Financial Review Motion by Councilmember Belinda Halfin, second by Councilmember Deborha Boren to approve the financial review and payment of bills, with the exception to the invoice from Blueskye Row for debris pick up until follow up with clarification on cost. Motion passed unanimously. 12. Follow up item a. MIT-Grant Update - Complaint on depth oft the ditches, Mayor will follow up with b. Downtown Revitalization Project Update- Contractors are working on railing, and Water' Well #1 Grant Update - Pre-Construction meeting was held 9/13/24, project will start October 1, 2024 and should be completed by December 31, 2024. Engineer/contractor on the slop of the ditches. waiting on the lighting to come in, possibly three weeks. 13. New Business a. Ordinance No. 249 Motion by Councilmember Belinda Halfin, second by Councilmember Clark Main Jr., to approve and adopt Ordinance No. 249, An Ordinance approving and adopting the City of Wallis, Texas Budget for the FY 2024-2025. Motion passed unanimously. b. Ordinance No. 250 Motion by Councilmember Belinda Halfin, second by Councilmember David Marek to approve and adopt Ordinance No. 250, An Ordinance providing fori the levy and collection of AD Valorem Taxes of the City of Wallis, TX fori the year 2024. Motion passed unanimously. - Ordinance No. 251 Motion made by Councilmember Clark Main Jr., second by Councilmember Jimmy Lavergne to approve Ordinance No. 251, An Ordinance repealing Ordinance 2337233A and adopting said Ordinance No. 251 establishing and providing rates for service oft the waterworks and sanitary sewer: system oft the City of Wallis, Texas; providing for the payment thereof; establishing and providing for fees for connection to said system; repealing proceedings in conflict or inconsistent with this ordinance; and containing other provisions relating to the subject.
